AEO Certification: Authorised Economic Operator Status for Importers and Exporters
AEO certification is a customs trust badge. If your import and export record is clean, CBIC treats you as a low-risk trader and gives you faster clearance and easier guarantees.
It needs three years of clean business history, a solvency certificate and a security plan. We prepare the file, file it on the AEO portal and reply to customs queries.
What it is
The Authorised Economic Operator (AEO) programme is run by the Central Board of Indirect Taxes and Customs. A certified operator is accepted as a compliant, secure link in the international supply chain. In return, customs reduces checks on that operator’s cargo.
The scheme works under Circular No. 33/2016-Customs, which follows the WTO SAFE Framework. You need a valid Importer Exporter Code first, so start with IEC registration if you do not hold one. Importers and exporters can apply for AEO-T1, AEO-T2 or AEO-T3. Logistics providers, custodians, terminal operators, customs brokers and warehouse operators apply for a single tier, AEO-LO. CBIC marked ten years of the programme on 16 September 2026, with 5,967 certified entities across the four categories.

How it works
Check whether you qualify
We test your last three years against the circular: no show cause notice for fraud, forgery or smuggling, disputed duty within 10 percent of duty paid, and no payment defaults.
Build the security and process file
We prepare the security plan, process map, site plan and self-assessment forms with your operations team. Where a qualified professional must sign, such as the auditor’s solvency certificate, that person signs.
File on the AEO portal
We upload the application with all annexures and track it. If customs finds gaps, it notifies you within 30 days of submission, and we answer each point.
Prepare for validation and renew
For T2 and LO, customs officers visit your premises. We brief your staff before the visit and diarise the renewal date so your status never lapses.

Think of a Gurugram exporter that has shipped for four years and never received a duty demand. Its file is a strong candidate for T1 or T2. A trader with a pending fraud notice is not, and it is better to hear that on day one.
Customs decides T1 within 30 days of a complete application. For T2 and LO, verification is to be completed within 90 days, and the decision follows within 30 days after that.

What happens if you fall short
Application sent back
A file with missing annexures or an unclear solvency position is returned with deficiencies. We aim to file it complete the first time.
Status can be suspended
The AEO Programme Manager can suspend or revoke certification after review. A fraud or smuggling case against you is the usual trigger.
Benefits fall away
Without a valid certificate, the reduced guarantee and faster release stop. Renew early so there is no gap in cover.
Frequently asked questions
Who can apply for AEO certification?
Any importer, exporter, logistics provider, custodian, terminal operator, customs broker or warehouse operator in India can apply if the record is clean. You need three financial years of business activity and at least 25 import or export documents in the preceding year. MSMEs get some relaxations. We check your numbers before filing so you do not apply too early.
What are the AEO tiers T1, T2 and T3?
T1 is a document-based certification, T2 adds physical verification, and T3 is the top tier. T3 needs at least two years of continuous T2 status or qualified business partners. Logistics operators apply for AEO-LO instead. We advise which tier fits your cargo volume.
Is there a government fee for AEO?
Circular 33/2016-Customs does not prescribe an application fee. Your real costs are internal: audited accounts, the auditor’s solvency certificate and security upgrades at your premises. We list them in a readiness review before you apply. Our professional fee is quoted separately before you commit.
How long does AEO approval take?
For T1, customs is to decide within 30 days of a complete application. For T2 and LO, physical verification is to finish within 90 days and the decision follows within 30 days. Actual time depends on how quickly deficiencies are closed.
Which documents does customs ask for?
Customs asks for the application in Annexure A, a security plan, process map, site plan, self-assessment forms on compliance, legal, records, solvency and security, and business partner details for T3. You also need audited accounts and an auditor’s solvency certificate. We prepare the forms and you sign and approve.
Can a company with a customs notice still apply?
Yes, unless the notice involves fraud, forgery or smuggling in the past three years. Disputed duty must also stay within 10 percent of total duty paid, and no prosecution should be pending against the firm or senior management. We review every open notice and tell you honestly whether to wait.
Does AEO status help with GST or DGFT schemes?
AEO is a customs facility, so its core gains are faster clearance, reduced guarantees and deferred duty payment at higher tiers. It sits alongside your IEC and RCMC rather than replacing them. Your export schemes still follow their own rules, and exporters who ship under LUT should keep GST LUT filing current.
