Travel Agency Registration: Set Up a Tour and Travel Business
Travel agency registration in India starts with a legal entity, then GST, a shop or trade licence and a bank account. Ministry of Tourism recognition and IATA accreditation are optional extras that open tenders and airline ticketing. We prepare the papers and file on the portals.
What it is
India has no single central licence that every travel agency must hold, so travel agency registration is really a set of steps. As far as we have been able to verify, the Government stated in December 2024 that no central mandatory registration exists for travel agents. In practice, you set up the business the way any service business is set up: pick a structure, register it, and obtain the tax and local licences.
On top of that base you can add two voluntary credentials. Recognition by the Ministry of Tourism proves your agency meets published criteria, and IATA accreditation lets you issue airline tickets directly. Your state may also have its own tourism trade rules, so we check those for your location.
Who it applies to
New tour and travel startups
A first-time founder in Faridabad who plans to sell holiday packages, visas and hotel bookings needs the legal entity, GST and local licences before taking the first payment.
Existing agents who want to formalise
Think of a sole agent working from a spare room who now wants corporate clients and a business bank account. That person should move to a registered entity.
Agencies chasing tenders or ticketing
If you want government travel work or direct airline ticketing, MoT recognition and IATA accreditation are the credentials those buyers ask about.
Why it matters
You can open a business bank account
Banks and payment gateways want proof of entity, PAN and GST before they onboard you. Without them, you cannot collect customer money cleanly.
Corporate clients check your papers
Companies buying travel for staff ask for GST registration and a registered entity. Recognition adds trust on top.
You stay on the right side of tax
Travel services attract GST, and package tours and ticketing are treated specially. A registered, filing agency avoids notices and blocked input credit.

Which registrations a travel agency may need
| Registration | Needed? | Why |
|---|---|---|
| Business entity (proprietorship, partnership, LLP or company) | Yes | Legal identity to contract and bank |
| GST registration | Where turnover or inter-state supply requires it | Tax compliance on travel services |
| Shop and establishment or trade licence | Usually yes | Local business permission for the office |
| Udyam registration | Optional | MSME recognition and benefits |
| Ministry of Tourism recognition | Optional | Credibility and some tenders |
| IATA accreditation | Optional | Direct airline ticketing |
Choosing between a proprietorship and a company matters if you will hold customer advances, since limited liability then protects your own savings. See our pages on private limited company registration and LLP registration before you decide.
How it works
Choose the structure and name
We discuss your plan, funding and liability, and recommend a structure. Then we check the name is free and not misleading. A name that borrows a government or airline mark will be refused.
Register the entity
We prepare and file the incorporation or LLP papers on the MCA V3 portal, or draft a partnership deed, and obtain PAN and TAN as the case needs.
Get the tax and local licences in place
We file GST registration, the shop and establishment or trade licence and, if you want it, Udyam registration. Then you open the current bank account.
Apply for optional recognition
If you want MoT recognition, we prepare the CA certificates, the staff and office proofs and the online application. For IATA, we explain the criteria and prepare your documents.
Start the compliance calendar
We set GST returns, income-tax filings and annual ROC filings in motion, so your agency stays in order from the first month.
Timelines
Entity registration
A company or LLP is usually incorporated within a couple of weeks once documents are ready, though the MCA portal sets the pace. Proprietorship setup is faster.
Before first booking
Have GST, the local licence and a bank account in place before you take the first advance from a customer.
Optional recognition
MoT and IATA applications run on their own timelines. Start them after the entity and GST are in place and you meet the operating-history criteria.
What happens if you operate without registration
Tax notices and penalties
A business that crosses the GST threshold without registering faces demand for tax with interest and penalty under the GST law.
Banks and gateways refuse you
Without PAN, an entity and GST, accounts and payment gateways are hard to open, and customers lose confidence.
Local action on the premises
A shop without the required local licence can be penalised by the state or municipal authority under its rules.
Frequently asked questions
Is registration compulsory for a travel agency in India?
There is no single central licence for all travel agents. You do need a legal entity, GST registration where it applies and the local shop or trade licence. Ministry of Tourism recognition and IATA accreditation are voluntary. Some states have their own tourism trade rules, so we check yours. Start with the basics. Add the optional credentials when the business needs them.
Which structure is best for a travel agency?
A private limited company or LLP suits most agencies because liability stays limited and corporate clients prefer it. A proprietorship is the lowest-cost, quickest start for one person. Since you may hold customer advances and book on credit, limited liability is worth considering early. We compare the options for your funding and growth plans.
What is Ministry of Tourism recognition for a travel agent?
It is voluntary recognition under the Ministry’s guidelines for travel agents. The guideline we reviewed, revised on 18 July 2011, lists minimum paid-up capital of ₹3 lakh, 150 sq ft of office, at least four qualified staff, one year in operation, and a ₹3,000 recognition fee. Recognition is valid for five years. We verify the current guideline before filing.
Do I need IATA accreditation to sell air tickets?
Not to sell tickets through a consolidator or sub-agent arrangement, but yes to issue tickets directly as an accredited agent. IATA sets its own criteria on financial standing, premises and staff. Many new agencies start by booking through a larger accredited agent. We explain both routes and the cost trade-off. See our IATA registration page.
Is GST registration mandatory for a travel agency?
It is mandatory once your turnover crosses the applicable threshold, and in some cases irrespective of turnover, as the GST law provides. Many agencies register from day one because corporate clients ask for a GST invoice. Our GST registration service files it on the GST portal.
How long does travel agency registration take?
A proprietorship can be ready in days. A private company or LLP usually takes a couple of weeks, depending on name approval and MCA processing. GST and the local licence follow in days to a few weeks. MoT recognition and IATA take longer. We give a realistic schedule once we know your structure and city.
Can I start a travel agency from home?
You can start from a home office if the property use and local rules allow it, and you have the address proof and owner’s NOC. Note that MoT recognition expects a minimum office area of 150 sq ft with a reception area, so a home office may not qualify. We check the premises rules for your area first.
What taxes apply to a travel agency?
GST applies to travel services, with rules that differ for air ticket booking, tour packages and agent commission. You also file income-tax returns and, if you have staff, deduct TDS. Tax treatment depends on how you structure each service, so we set up your billing correctly from the start and file the returns on schedule.
What does Taxhint do for travel agency registration?
We advise on structure, prepare and file the entity, GST and local licence applications, and prepare the file for MoT recognition or IATA. We do not issue airline approvals or certificates ourselves. Those come from the Ministry, IATA and the state authorities, and we coordinate with them and reply to their queries.
What it costs
Our fee plus the government fee that applies to your case, quoted before you commit. Tell us the situation and we will price it exactly.
Government fees depend on the structure you choose and your state: MCA fees for a company or LLP, stamp duty on a partnership deed in some states, and licence fees for the shop or trade licence. For MoT recognition, the guideline we reviewed lists a recognition fee of ₹3,000. IATA charges its own fees.
