CMMI Certification (CMMI Level 3 and Level 5 Appraisal)
CMMI “certification” is really a maturity level rating from a formal appraisal under the CMMI model, now owned by ISACA. IT, software and services companies use it to win larger contracts and tenders. A Benchmark Appraisal rating is valid for three years and is listed publicly on the CMMI Institute’s appraisal results system.
What it is
CMMI stands for Capability Maturity Model Integration. It is a set of best practices for how an organisation plans, runs and improves its work. The CMMI Institute, part of ISACA, owns the model. The current version, CMMI V3.0, came out in 2023 and covers eight domains: Development, Services, Suppliers, Security, Safety, People, Data and Virtual.
Nobody is “CMMI certified” in the strict sense. An organisation is appraised by a team led by a CMMI Certified Lead Appraiser, working through a CMMI Institute partner, and receives a maturity level rating. The result is published on the CMMI Institute’s Published Appraisal Results (PARS) site, where any client can look it up. It works alongside ISO 9001 certification and ISO 27001 certification, which are audits against a standard rather than a maturity rating.

Here is the catch with jumping levels. Picture a software house that has never been appraised and wants Level 5 because one tender asks for it. Level 5 needs a history of measured performance. The honest route is Level 3 first, then higher levels once the data exists.
Timelines
Benchmark Appraisal: 3 years
Gives a maturity level rating valid for three years. It is led by a Certified Lead Appraiser with a team of at least four, including the lead.
Sustainment Appraisal: 2 years
A lighter appraisal that keeps a rating current for two more years. No more than three can run in a row before another Benchmark is needed.
Action Plan Reappraisal: 4 months
If you narrowly miss the target level, a reappraisal must be completed within four months of the end of the earlier appraisal.

Is CMMI a certification or an appraisal?

People call it “CMMI certification” because tenders often use that phrase. Which CMMI level should my company aim for?
Most companies aim for Maturity Level 3 first. Level 3 shows organisation-wide defined processes, and it is the level many tenders and clients ask for. Level 2 suits smaller teams starting out, while Levels 4 and 5 need a history of quantitative data and statistical control of performance. Check the eligibility clauses of the bids you target, then pick the level that clears them without overreaching.
How long is a CMMI rating valid?
A Benchmark Appraisal rating is valid for three years. A Sustainment Appraisal, which is lighter and needs a team of at least two, keeps the rating valid for two years, and no more than three Sustainment Appraisals can run in a row before another Benchmark. Evaluation Appraisals give no rating at all. Plan the next appraisal a few months before expiry so the rating does not lapse.

How can a client check our CMMI level?
Clients check it on the CMMI Institute’s Published Appraisal Results System (PARS), which lists the organisation, appraised scope, maturity level and expiry date. A PARS listing is harder to dispute than a certificate copy, because the company cannot edit it. Keep your PARS link handy in proposals. It answers the question before a procurement officer asks it.
Can a small company or startup get CMMI Level 3?
Yes. There is no minimum size, but the appraisal needs real evidence from live projects using the defined processes. A small team often moves faster, because there are fewer projects to bring into line. The scope can be limited to the unit that bids for the work. Start with an honest gap assessment, and CMMI certification at Level 3 stays within reach for a small company without heavy bureaucracy.
What happens in an Action Plan Reappraisal?
It is a second chance when an appraisal narrowly misses the target level. The organisation fixes the weaknesses the team found and is reappraised on those points, but the reappraisal must be completed within four months of the end of the earlier appraisal. Its rating and validity follow the original appraisal. Treat it as a short, focused fix rather than a fresh start.
