ICAT Certification: Vehicle and Component Type Approval at Manesar
Before a new vehicle model can be sold in India, its prototype has to be tested and approved by a testing agency named in Rule 126 of the Central Motor Vehicles Rules, 1989. What it is
ICAT certification is the type approval (also called homologation) that the International Centre for Automotive Technology grants after testing a vehicle or component against Indian rules. ICAT was set up in 2006 and works at Plot 26, Sector 3, IMT Manesar, Gurugram.
The legal base is Rule 126 of the Central Motor Vehicles Rules, 1989 (CMVR). It requires every manufacturer or importer of motor vehicles to submit the prototype for testing to one of the listed agencies, and ICAT, Manesar is on that list. The technical specifications are submitted in the format of AIS-007, and Rule 126A says that once the agency approves a vehicle as a type vehicle, it issues a certificate under the procedure in AIS-017.

Sell the model legally
A vehicle without type approval cannot be lawfully sold. Section 182A(2) of the Motor Vehicles Act lets a manufacturer be fined up to ₹100 crore, or jailed up to one year, for not complying with the construction rules.

What happens if you sell without approval
Manufacturer liability
Under Section 182A(2) of the Motor Vehicles Act, 1988, failing to comply with the construction rules can mean imprisonment up to one year, a fine up to ₹100 crore, or both.
Dealer and importer liability
Section 182A(1) provides imprisonment up to one year, or a fine of ₹1 lakh per motor vehicle, or both, for selling or altering a vehicle in breach of Chapter VII.
Suspended certificate
Under Rule 126A, the Central Government can cancel or suspend a type approval certificate if its conditions are breached, after giving the holder a chance to be heard.

Is ICAT certification compulsory for selling a vehicle in India?

Can an importer get ICAT approval for a foreign vehicle?
Yes. Rule 126 applies to every manufacturer or importer of motor vehicles, so an importer submits the vehicle for testing in the same way. The importer needs its Indian business registrations in order, including an Import Export Code from DGFT, and the technical specifications from the overseas maker. Which standard sets out the technical information to be submitted?
AIS-007 sets the format for the technical specifications the manufacturer submits. Rule 126 refers to AIS-007 (Rev. 5):2014 as amended from time to time. The type approval and conformity of production procedure itself is in AIS-017. Do electric rickshaws and e-scooters need ICAT approval?
Yes, if they are motor vehicles under the Motor Vehicles Act, they need type approval like any other model.
