What it is
ARAI certification means a type approval, or homologation, granted by the Automotive Research Association of India after it tests a vehicle or component against the Central Motor Vehicles Rules and the Automotive Industry Standards (AIS). ARAI was formed by the Indian automotive industry in 1966. It is registered as a society under the Societies Registration Act, 1860, is affiliated to the Ministry of Heavy Industries and is based in Kothrud, Pune.
Rule 126 of the CMVR requires every manufacturer or importer of motor vehicles to submit the prototype to a listed testing agency, and ARAI, Pune is on that list. Under Rule 126A, when the agency approves the vehicle as a type vehicle, it issues a certificate following the procedure in AIS-017. ARAI also publishes the AIS documents on behalf of the Automotive Industry Standards Committee, so the standard you test against comes from ARAI itself.
Who it applies to
New vehicle models
Every new model of two-wheeler, three-wheeler, car, commercial vehicle, bus or trailer needs a type approval before sale, and later changes may need an extension.
Electric vehicle makers
EV makers have to prove that the vehicle and its electric powertrain meet the AIS that applies to their category, in addition to the general CMVR tests.
Vehicle importers
Rule 126 covers importers in the same way as manufacturers, so imported models are tested and approved before sale in India.
Component suppliers
Makers of parts covered by CMVR and AIS, such as lighting, rear-view mirrors, safety belts and horns, often get component approval so vehicle makers can fit them. Think of a Faridabad mirror maker hoping to supply a two-wheeler brand: the buyer will ask for the approval first.
Retrofitters and converters
Altered, retrofitted or adapted vehicles are type approved by a Rule 126 agency, or self-certified by the original manufacturer where the rule allows.
Tractor makers
Rule 126 says type approval of agricultural tractors follows AIS-017 (Part 2) (Rev. 2):2016, so tractor models need approval too.

What happens if you sell without approval
Manufacturer penalty
Up to one year’s imprisonment, a fine up to ₹100 crore, or both, under Section 182A(2) of the Motor Vehicles Act, 1988.
Per-vehicle and per-part fines
Section 182A(1) provides a fine of ₹1 lakh per vehicle for a manufacturer, importer or dealer selling a non-compliant vehicle, and Section 182A(3) ₹1 lakh per non-compliant safety component.
Losing the certificate
Under Rule 126A, the Central Government can cancel or suspend a type approval certificate for breach of its conditions, after hearing the holder.

What is ARAI certification?
ARAI certification is the type approval that the Automotive Research Association of India grants after testing a vehicle or component. Who prepares the technical specifications?
Your own engineers or your design partner prepare the technical data, because only they know the vehicle in detail. Rule 126 requires the specifications in the format of AIS-007 (Rev. 5):2014 as amended. We arrange the data in that structure, cross-check it against your business records and flag gaps before filing. That avoids repeated queries from the agency and keeps the file moving.
Does ARAI approval cover future changes to the model?
Not automatically. Changes to an approved model, such as a different motor, battery or a changed safety part, usually need the agency to review them and may need new tests. Tell us before the change reaches production. We take it to ARAI for an extension, so you never sell a modified vehicle on an old certificate, which is a breach Rule 126A allows the government to act on.
What is conformity of production?
Conformity of production (COP) is the check that vehicles from your production line still match the approved type. Rule 126A provides for testing vehicles drawn from the production line, so the certificate is only the first step. Do electric two-wheelers need ARAI approval?
Yes, an electric two-wheeler that is a motor vehicle needs type approval from ARAI or another Rule 126 agency. It is tested against the CMVR and the AIS for electric powertrain vehicles in its category. A Faridabad start-up assembling e-scooters, for example, needs its own certificate before selling. We prepare the business side so testing is the only open item.
