What it is
A hotel does not need a single “hotel licence” from the central government. It needs a bundle of permissions, and which ones depend on your state, your city, your room count and whether you serve food or alcohol. The star rating from the Ministry of Tourism is voluntary.
In Haryana, for example, the municipal business licence for hotels, boarding houses and eating houses comes under the Haryana Municipal Corporation Act, 1994, and is applied for online. Fire approval comes under the Haryana Fire and Emergency Services Act, 2022. FSSAI covers the kitchen. GST covers the room tariff. Each runs on its own portal and timeline.

Is there one hotel registration certificate in India?

It depends on turnover. Registration is for food businesses up to ₹1.5 crore turnover, with a state licence above that. From 1 April 2026 the state licence fee is ₹2,000 for other food service and ₹5,000 for three-star and above hotels. We confirm which category applies before you apply.
How much GST does a hotel charge on rooms?
Since 22 September 2025, room tariffs below ₹7,500 per unit per day attract 5% GST without input tax credit, and ₹7,500 and above attract 18% with credit. The rate depends on the declared tariff of each room. We help you register and set up billing correctly.
Do I need to report foreign guests?
Yes. Under the Immigration and Foreigners Act, 2025, accommodation providers must report foreign guests, and the Form C is filed on the FRRO portal within 24 hours of arrival. It is routine once set up, and we can train your front desk and file if you wish.
Can a small guest house follow the same process?

Do I need a liquor licence for my hotel?
