STQC Certification for CCTV, Biometric Devices and IT Products
STQC is the Standardisation Testing and Quality Certification Directorate of the Ministry of Electronics and Information Technology (MeitY). You need its certificate to sell CCTV cameras in India or supply Aadhaar biometric devices, and often to win government IT security tenders. We prepare the application, documents and samples, liaise with STQC and keep the approval current.
What it is
STQC runs a network of labs and certification schemes for electronics and IT. Its labs, including the ETDC and ERTL centres, test electronic products for environment, safety, EMI/EMC and reliability. Its certification schemes cover IT security products under Common Criteria, biometric devices used for Aadhaar, website quality, IoT systems, smart cards and management systems such as ISO 27001 and ISO 9001 certification.
So “STQC certification” means different things to different businesses. For a CCTV brand it means passing security testing against MeitY’s Essential Requirements. For a fingerprint scanner maker it means certification under the biometric device scheme against UIDAI specifications. For a firewall or software vendor it usually means a Common Criteria certificate under the Indian Common Criteria Certification Scheme (IC3S). Step one is working out which you need.
Who it applies to
CCTV makers and importers
Brands and importers selling CCTV cameras in India must meet the Essential Requirements (ERs) for security added to the Electronics and IT Goods (Requirement for Compulsory Registration) Order. Non-ER cameras cannot be sold from 1 April 2026.
Aadhaar device suppliers
Makers of fingerprint and iris scanners, integrated devices with built-in sensors, and QR code scanners for offline Aadhaar authentication need STQC certification against UIDAI’s specifications before their devices are used in the Aadhaar ecosystem.
IT and security product vendors
Firewall, network device and security software vendors seek a Common Criteria certificate under IC3S. In practice, a Gurugram start-up selling a firewall to a state department applies because a government buyer, bank or GeM tender asks for it.
Why it matters
Keep your CCTV models on sale
From 1 April 2026, MeitY allows no sale of CCTV cameras that miss the ERs. Dealers now ask for proof. Think of a Faridabad importer holding last year’s non-ER stock: those boxes cannot be sold.
Get your devices into Aadhaar use
Only certified registered devices can be used for Aadhaar authentication. Banks, telecom operators and government departments buying biometric devices check the STQC certificate first.
Carry recognition abroad
India is a Certificate Authorizing Nation under the Common Criteria Recognition Arrangement. An IC3S certificate is therefore recognised by other member countries.

Timelines
CCTV ER deadline
The ERs came in through the April 2024 amendment. After extensions (October 2024, then 9 April 2025) and a stock relaxation, MeitY withdrew the relaxation; from 1 April 2026 no non-ER CCTV camera may be sold.
Aadhaar device levels
UIDAI introduced Registered Devices in 2017, L1 fingerprint devices in 2022, and L1 iris devices with fake finger detection in 2025.

What happens if you skip it
Stock you cannot sell
Cameras that do not conform to the ERs cannot be sold after 1 April 2026, and non-compliant models face action on their BIS registration.
Devices shut out of Aadhaar
An uncertified biometric device cannot be used for Aadhaar authentication, so banks and agencies will not buy it.
Lost tenders
Where a tender asks for STQC or Common Criteria certification, a bid without it fails technical evaluation.

What do the CCTV Essential Requirements test?
They test the camera’s cyber security rather than its picture. Reported areas include secure boot and firmware updates, strong access control and authentication, encrypted storage and network traffic, tamper resistance and penetration or vulnerability testing. The exact test list sits in the ER document for your product type. We get the current document to your engineers early, so the firmware is ready before samples go to the lab.
Do I still need BIS registration for CCTV?
Yes. STQC’s ER testing covers security, while BIS registration under the Compulsory Registration Scheme covers safety and gives you the registration number on the label. A CCTV model needs both before it is sold. Many brands run both in parallel to save time. We can manage the BIS paperwork and the STQC file together, so dates and model numbers match.
Who certifies biometric devices for Aadhaar?
STQC certifies them under its biometric devices testing and certification scheme, against UIDAI’s Aadhaar specifications. The scheme covers authentication devices at L0 and L1 levels (fingerprint and iris, discrete and integrated), enrolment devices, pre-certified hardware and QR code scanners for offline authentication. Devices are checked for image quality, durability, safety and EMC, function and security. We prepare the application and supplier documents with you.
What is the difference between L0 and L1 devices?
An L0 device relies on the host system for encryption and stores keys in software. An L1 device is chip-based: encryption happens on the device inside a Trusted Execution Environment, with keys held in secure hardware. UIDAI introduced L1 fingerprint devices in 2022 and L1 iris devices in 2025. If you are designing a new device today, building for L1 from the start is the sensible route, and we can line up the certification file.
What is Common Criteria certification under STQC?
It is an evaluation of an IT security product, or a Protection Profile, against the international Common Criteria standard, run under the Indian Common Criteria Certification Scheme (IC3S). India is a Certificate Authorizing Nation under the Common Criteria Recognition Arrangement, so IC3S certificates are recognised by other member countries. Details sit on commoncriteria-india.gov.in. Does Taxhint test products itself?
No. Testing and evaluation are done by STQC, its labs or other designated and accredited labs; we have no lab and no test engineers.
