TEXPROCIL Registration: RCMC for Cotton Textile Exporters

What it is

TEXPROCIL is the export promotion council for cotton textiles, sponsored by the Government of India. It issues the Registration-cum-Membership Certificate (RCMC) to exporters of products falling in its remit. Which council suits you depends on the main line of business you declare, so we check your product and HS code first.

The RCMC is applied for and issued electronically on the DGFT portal. The legal basis is Foreign Trade Policy 2023 paragraph 2.57(a), which requires an RCMC when you seek authorisation or benefits under the policy. Here is the catch: the RCMC is not a one-time chore. Membership fees, renewals and profile changes keep coming back every year, and a mismatch with your IEC profile can stall a fresh claim. We keep a renewal diary for members so it does not catch you out.

In practice, a merchant exporter in Ludhiana or Surat buying cotton fabric from mills often discovers the RCMC gap only when a shipment needs a benefit claim. Apply before the first shipment, not after.

Cotton yarn, fabric and made-up exporters

If your shipments are cotton textile products, TEXPROCIL is likely your council. We confirm against your HS codes before you pay.

Merchant exporters

A trader buying from mills in Gujarat or Punjab and exporting under its own IEC can hold an RCMC as a merchant exporter in the relevant council.

Small and MSME exporters

TEXPROCIL has a reduced rate for MSMEs with small exports.

Policy benefits need an RCMC

Under FTP 2023 an RCMC is required to claim benefits and authorisations, unless specifically exempted. Without it, schemes can stall.

Validity

An RCMC is valid for five financial years ending 31 March, from 1 April of the licensing year of issue.

Renewal

Renew through Services > e-RCMC > Renewal on the DGFT portal. TEXPROCIL notified revised renewal rates effective 1 April 2025.

Amendments

Changes such as address or product details are made through e-RCMC amendment. TEXPROCIL lists ₹1,000 per amendment plus GST from 1 April 2025.

The MSME rate needs a self-attested Udyam certificate and a letter on your letterhead declaring export figures.

Frequently asked questions

What is TEXPROCIL registration?

It is membership of the Cotton Textiles Export Promotion Council and the RCMC it issues to exporters in its remit. You apply on the DGFT e-RCMC system with an active IEC. We select the right council, upload documents and follow up until the certificate is issued.

Is an RCMC compulsory for exporters?

FTP 2023 paragraph 2.57(a) requires an RCMC when you apply for authorisation to import or export, or for benefits under the policy, unless exempted. So if you plan to claim incentives, you need one. We check which of your planned claims depends on it.

Can I apply without an IEC?

No. e-RCMC needs an active IEC with an updated profile and a linked DSC token or Aadhaar e-sign. If you do not hold an IEC yet, we apply for it first and then move to the TEXPROCIL application.

How long is the RCMC valid?

DGFT states validity runs from 1 April of the licensing year of issue for five financial years ending 31 March. You still have to keep the council membership current. We track the renewal date and remind you in advance.

Is there a cheaper rate for small exporters?

Yes. TEXPROCIL announced a MSME associate rate of ₹2,000 plus GST, which is ₹2,360, for MSMEs with exports under ₹15 lakh in FY 2024-25 or no exports. You need an Udyam certificate and a self-declaration on letterhead.

How do I renew the TEXPROCIL RCMC?

Log in to DGFT, go to Services, then e-RCMC, then Renewal, pick your TEXPROCIL RCMC and pay online. TEXPROCIL offers discounts for 3-year and 5-year renewals. We file it for you and check the amount before you pay.

What does an amendment cost?

TEXPROCIL lists a charge of ₹1,000 per amendment plus GST from 1 April 2025. Amendments cover changes to details such as address or product line. We prepare the request and update records so they match your IEC profile.

Which council do I join if I export other goods too?

You declare your main line of business and apply to the council linked to it. If cotton textiles are your main business, TEXPROCIL fits. If not, another council or commodity board may be right. Tell us your products and we will map them.
