Plastic Waste Processor (PWP) Registration on the CPCB EPR Portal

Plastic recyclers, co-processors, waste-to-energy and waste-to-oil plants and industrial composters must register as Plastic Waste Processors on the centralised EPR portal for plastic packaging before they can issue EPR certificates. What it is

A Plastic Waste Processor, or PWP, is a unit that takes plastic packaging waste and recycles it, burns it for energy, turns it into oil, uses it as fuel in a cement kiln, or composts compostable plastic. PWP registration is the entry that puts such a unit on the national EPR system, so that the waste it processes can be counted towards the obligations of producers, importers and brand owners (PIBOs).

The legal base is the Plastic Waste Management Rules, 2016, as amended, and the Guidelines on Extended Producer Responsibility for plastic packaging notified by the Ministry of Environment, Forest and Climate Change in February 2022. Registration happens on the centralised EPR portal for plastic packaging (eprplastic.cpcb.gov.in), run by the Central Pollution Control Board. The State Pollution Control Board or Pollution Control Committee of your state handles the registration and the physical verification.

Who it applies to

You make granules or flakes

Units that turn plastic packaging waste into granules, flakes or chips, like a Faridabad unit that buys baled PET bottles from kabadiwalas and sells washed flakes. They generate recycling certificates for Category I, II and III plastic.

You burn, convert or co-process plastic

Waste-to-energy plants, waste-to-oil plants and cement plants that co-process plastic as alternate fuel. They generate end-of-life certificates.

You compost compostable plastic

Facilities that compost Category IV compostable plastic. They generate composting certificates for that category only.

Why it matters

Certificates only come from registered PWPs

A PIBO meets its EPR target by buying certificates. Only a registered, verified PWP can generate them on the portal, so registration is what turns your processed tonnage into a saleable credit.

Demand is rising with the targets

Mandatory recycling targets for PIBOs rise from 30–50% in 2024-25 to 60–80% from 2027-28 onwards, depending on the plastic category. Brands need verified processors to meet them.

A market for surplus certificates

The 2022 guidelines allow sale and purchase of surplus EPR certificates through the portal, which created a market mechanism for plastic waste. Registered PWPs sit at the source of that market.

How it works

Get your SPCB consents in order

Your Consent to Establish and Consent to Operate from the State Pollution Control Board must be valid and must cover the plastic processing you do. In Haryana these come from HSPCB, and we handle HSPCB consent to establish and operate as well.

Open the PWP account on the portal

We create the PWP account on eprplastic.cpcb.gov.in, enter company details, GPS location, industry details and process flow, and upload consents, photos and plant details.

Prepare for the SPCB inspection

After registration on the portal, the SPCB’s regional officer inspects the unit against a checklist: documents, photos, machinery capacity and pollution controls. The conversion factor, which links plastic input to output, is confirmed at this stage.

Start generating certificates

Once the SPCB approves the verification, certificate generation opens on your dashboard. Certificates are generated on processed quantities using the confirmed conversion factor.

PWP types and their certificates

The certificate you can issue depends on what your plant does and which plastic categories it handles. Category I is rigid plastic packaging, Category II flexible packaging, Category III multi-layered packaging and Category IV compostable plastic.

Timelines

Before your first certificate

No certificate can be generated until the portal registration is done and the SPCB has verified the unit. Here is the catch: a granule maker that signs a supply deal with a brand before verification has nothing to deliver yet. Sign after, or build in the gap.

While your consents run

Your PWP registration rests on your CTE and CTO. Keep them valid and renew them on time with your SPCB.

Every year

The portal is also where annual returns are filed. In practice, the safest units reconcile purchase bills, production and dispatch every month, which our compliance and accounting team can run for you.

What happens if you process without registration

No certificates, no EPR income

Waste processed by an unregistered unit cannot be converted into EPR certificates, so brands cannot count it towards their targets.

Environmental compensation

The 2022 guidelines bring in environmental compensation on the polluter-pays principle. The money collected is used for collection, recycling and end-of-life disposal of uncollected plastic waste.

Penalty under the EP Act

Section 15 of the Environment (Protection) Act, 1986 provides a penalty of ₹10,000 to ₹15 lakh, with up to ₹10,000 more for each day a breach continues.

Frequently asked questions

Who must register as a Plastic Waste Processor?

Any unit that recycles plastic packaging waste, converts it to energy or oil, co-processes it in a cement kiln, or composts compostable plastic must register as a PWP on the centralised EPR portal for plastic packaging. Without registration it cannot issue EPR certificates that brands can use. If your plant does more than one of these, tell us. We check which PWP type fits each activity before filing.

Who approves PWP registration, CPCB or the SPCB?

The State Pollution Control Board or Pollution Control Committee of your state handles PWP registration and physical verification, using the portal run by CPCB. In Haryana that is HSPCB. Your consents also come from the same board, so the two processes are linked. We prepare both sets of papers together, so the verification visit finds everything in order and you can start generating certificates sooner.

What is the conversion factor?

The conversion factor links the plastic waste going into your plant to the output coming out, and it decides how many certificates your processed quantity can support. The SPCB confirms it during physical verification. Good process flow and machinery records make this step easier. Which certificates can a plastic recycler generate?

A registered plastic recycler generates recycling certificates for Category I (rigid), Category II (flexible) and Category III (multi-layered) plastic packaging. It does not generate certificates for Category IV compostable plastic, which goes to industrial composting units. Certificates come in denominations of 1, 10, 50, 100, 500 and 1,000 tonnes. Can a cement plant register as a PWP?

Yes. A cement plant that uses plastic waste as an alternate fuel in its kiln can register as a co-processor and generate end-of-life certificates for Category I, II, III and IV plastic. Its consents must cover the co-processing activity. The work is mostly in setting up the portal data correctly, and we handle that for you.

Do I need CTE and CTO before PWP registration?

Yes. The PWP application asks for valid environmental consents, and the SPCB checks them during physical verification. A new recycling unit in Faridabad, for example, would first take Consent to Establish and then Consent to Operate from HSPCB before the PWP account can be completed. If you are still at the consent stage, we plan both steps together.

What documents are needed for PWP registration?

You need GST, PAN and CIN (if a company), the authorised person’s PAN and Aadhaar, valid consents, a process flow diagram, plant and machinery details, a waste characterisation analysis report, health and safety documents, pollution control details, disaster management plans and geotagged photos of the unit. Can I sell EPR certificates to any brand?

Yes, through the portal. The 2022 guidelines allow surplus EPR certificates to be sold and bought, and the centralised portal has a separate module for this. A registered, verified PWP can transfer certificates to registered PIBOs who need them for their targets, such as a packaged-food brand short of its recycling target for the year.
