Coir Board Registration: Exporter Licence for Coir Products
Coir Board registration is the exporter registration you need from the Coir Board of India before shipping coir fibre, coir yarn or coir products abroad. Section 12 of the Coir Industry Act, 1953 says no such export may happen except under a licence issued by or on behalf of the Board.
What it is
The Coir Board is a statutory body created under the Coir Industry Act, 1953. Coir Board registration is handled by this body, which works from Kochi, falls under the Ministry of Micro, Small and Medium Enterprises, and promotes the coir industry through research, training and market support.
The Act gives the Board real regulatory power. Section 10(2)(b) lets it register coir spindles, looms and manufacturers of coir products, and license exporters of coir, coir yarn and coir products. Section 12 then bars export without a licence from the Board, with narrow exceptions such as personal luggage and postal items. We prepare your application, assemble documents, file it and follow up with the Board. For the wider trade-registration picture, see our RCMC registration page.
Who it applies to
Coir product exporters
Companies and firms shipping mats, matting, rugs, geotextiles, pith blocks or other coir-based products to buyers abroad.
Coir fibre and yarn traders
Merchant exporters who buy fibre or yarn from spinners and sell it overseas. Section 12 covers fibre and yarn as well as finished products.
Coir manufacturers who plan to export
Units that make coir goods and want to ship directly, instead of selling through another exporter.
Why it matters
It is a legal precondition
Section 12 of the Coir Industry Act, 1953 says no coir fibre, yarn or product shall be exported otherwise than under a licence issued by or on behalf of the Board.
Customs and buyers expect papers
A coir shipment without the Board’s licence is hard to explain to customs or to a careful buyer. Coir Board registration removes that problem.
Opens the Board’s support
The Board runs research, training and market promotion for the coir industry. Registered exporters are on its list and receive its notices.

How it works
Match your products to the Board
We check whether your goods are coir fibre, yarn or products, which the Coir Board covers, or coconut-shell and kernel goods, which belong to another council.
Get the IEC and papers ready
We get your IEC and business papers in order through our IEC registration service, and match names and addresses across documents.
File the application with the Board
We prepare the application and supporting documents as the Board currently asks and file it. The Board’s current form and fee schedule decide the exact requirements, and we confirm them before filing.
Respond to queries
If the Board wants a clarification or an additional paper, we answer it. You do not need to chase.
Receive the registration and plan renewals
After approval, we note validity and renewal dates and keep your file ready for the next shipment.
Coir Board vs Coconut Development Board
The two boards are often confused. They split the coconut palm between them.
| What you ship | Board |
|---|---|
| Coir fibre, coir yarn, mats, matting, other coir products | Coir Board of India |
| Coconut oil, desiccated coconut, coconut water and shell products | Coconut Development Board |
Picture a Faridabad trader who adds coir mats to an existing desiccated-coconut export. The mats need the Coir Board. The coconut goods need the other council. We map it once, so you file only what is needed.
Timelines
Before the first coir shipment
Section 12 applies to every export of coir fibre, yarn and products, so Coir Board registration has to come first. Here is the catch: the licence cannot be sorted out after the container has left. Register before you book it.
When the Board’s licence nears expiry
Check the validity printed on your registration and renew before it ends. We keep the date in your compliance calendar.
When details change
If your address, constitution or product range changes, intimate it to the Board. We prepare the update.
What happens if you export without a licence
The export is not permitted
Section 12 allows export only under a licence issued by or on behalf of the Board. A shipment without it is outside the Act.
Consignment trouble
Goods without the right papers can face questions at customs and from the buyer. Sorting it out afterwards costs more than registering first.
Penal provisions of the Act
The Act has enforcement provisions in its later sections. We do not want you near them, so we recommend registering before you export.
Frequently asked questions
Do I need a licence to export coir products?
Yes. Section 12 of the Coir Industry Act, 1953 says no coir fibre, coir yarn or coir products shall be exported otherwise than under a licence issued by or on behalf of the Board. Personal luggage and postal items are exceptions. We prepare the application and file it, so you can ship legally.
What does the Coir Board do?
The Coir Board is a statutory body created under the Coir Industry Act, 1953. It works from Kochi under the Ministry of MSME. Its tasks include promotion, research, education and training for the coir industry, and registering manufacturers and licensing exporters under Section 10(2)(b).
Which products does section 12 cover?
Section 12 covers coir fibre, coir yarn and coir products. The Act has narrow exceptions for personal luggage and postal items. If you are unsure whether your product counts as a coir product, send us the description and ITC(HS) code, and we will check it for you.
What is the difference from Coconut Board registration?
The Coir Board covers coir fibre, yarn and products. The Coconut Development Board covers coconut products such as oil, desiccated coconut and water, but not husk and fibre goods. A trader shipping both needs to deal with both bodies. We map your product mix and file each correctly.
Do I need an IEC first?
Yes. An IEC is the basic registration every exporter in India needs, and the Board application builds on it. If you do not have one, we apply for it first. Then we prepare the Board application so everything is consistent.
How much is the registration fee?
The fee is set by the Board and can change, so we confirm the current amount with the Board before you pay. We do not quote an old number. Our own fee is quoted separately once we know your category and product list.
Can a manufacturer register as an exporter?
Yes. A manufacturer can register to export directly, and Section 10(2)(b) also covers registration of spindles, looms and manufacturers. Bring your Udyam registration, premises proof and product details. We tell you which papers fit your setup before filing.
Does Taxhint issue the licence?
No. The licence is issued by or on behalf of the Coir Board. Taxhint prepares the documents, files the application, answers the Board’s queries and keeps your renewals on track. You remain the applicant, and the Board takes the decision.
What it costs
Our fee plus the government fee that applies to your case, quoted before you commit. Tell us the situation and we will price it exactly.
In practice, government charges are the Board’s own fee, which it revises from time to time. We confirm the current figure with the Board before you pay.
Ready to begin?
