Register on the portal
On mstcecommerce.com you choose the auction category, register as buyer or seller, accept the general and buyer-specific terms, set your user ID and password and submit the form. MSTC sends an email confirmation.
Submit documents and pay the fee
In practice, MSTC verifies your documents and collects the registration fee. The fee depends on the auction category and is non-refundable, so we check the amount on the portal before you pay.
Pay EMD and bid
Once activated, you place the EMD for each lot, by net banking or RTGS/NEFT as the catalogue allows. Then you bid on the auction day. Winning a lot depends on your bid and the market.
Lift the material and close out
After the auction, the lot must be paid for and lifted within the period in the catalogue. We help you track those dates and the invoice paperwork.
Timelines
Before the auction
Here is the catch: verification takes time, so register well before the auction date. The catalogue states the last date for EMD, and a late EMD means you cannot bid on that lot.
Auction day
Bidding opens and closes at the times in the catalogue. Plan your net banking limits and DSC or login access in advance.
After the auction
Payment, lifting and any refund of EMD follow the catalogue terms. Keep GST invoices and challans from the first lot to avoid year-end gaps.
What happens if you miss a step
Incomplete registration
If documents do not match across PAN, GST and bank papers, MSTC may hold the account. You cannot bid until the mismatch is cleared.
Missed EMD or lifting deadline
EMD that arrives after the cut-off does not count for that lot. If you win and do not pay or lift in time, the catalogue terms apply, which can include forfeiture of EMD.
Hazardous material without authorisation
For hazardous or other waste, the right authorisation from the pollution control board has to be in place. Without it, you cannot take delivery lawfully.
