Health Trade Licence in Faridabad and Delhi

A health trade licence is the municipal licence for businesses that affect public health: eating houses, banquet halls, hotels, guest houses. In Faridabad, the Municipal Corporation licenses these trades under the Haryana Municipal Corporation Act, 1994. In Delhi, MCD issues it under the Delhi Municipal Corporation Act, 1957, through its online portal.

What it is

Some trades touch public health directly, because people eat, sleep or gather on the premises. A municipality licenses these trades so its health department can check the premises, sanitation and location. That municipal permission is what people call a health trade licence. MCD’s rate card, revised in July 2022, lists 94 such categories.

In Delhi, the power comes from the Delhi Municipal Corporation Act, 1957; Section 421, for example, bars the use of premises as an eating house without the Commissioner’s licence. In Haryana, the Haryana Municipal Corporation Act, 1994 does the same job: Section 331 for premises used for certain purposes, Section 335 for eating houses and similar places, and Section 336 for places of public amusement. In Faridabad, that means the Municipal Corporation of Faridabad (MCF). Councils and committees in smaller towns follow the Haryana Municipal Act, 1973.

Restaurants, dhabas, cafés and banquet halls. In Delhi, the fee depends on seats or hall capacity.

Hotels and boarding houses. Haryana corporations license them along with eating houses, and MCD treats hotels as a health trade.

Swimming pools, gaming parlours, auditoriums and amusement parks. In Delhi these needed a police NOC for the health trade licence until June 2025.

These do not replace each other, with one exception. NDMC treats a valid FSSAI licence as a deemed health trade licence for food businesses in its area. MCD had not issued a matching notification as of early 2026, though the Lieutenant Governor announced the idea in July 2025. We check the current MCD position before you pay any fee.

In Haryana, your shop and establishment registration is a labour law filing. Since 12 November 2025 it means registration for 20 or more workers and an online intimation below that. It does not stand in for the municipal licence.

The category decides the fee and the documents. A 40-seat restaurant and a 300-guest banquet hall fall in different slabs.

Check the zoning of the address

We confirm the property may be used for your trade. Here is the catch: a café planned on a residential plot in a Faridabad sector may first need the plot’s use changed. No licence fixes a zoning problem.

Collect FSSAI and fire papers

Food trades need an FSSAI registration, or a state FSSAI licence above ₹1.5 crore turnover. We also check whether the building needs a fire NOC.

For Delhi we file on the MCD portal, where the certificate can be downloaded once documents and fees are accepted. For Faridabad we apply through the Haryana urban local bodies online services or Saral Haryana.

Timelines

Get it before you start trading

The licence must be in place before the premises are used for the trade, so apply once the premises and clearances are ready.

Renew MCD licences every year

MCD charges an annual licence fee. After a one-month grace period, late renewal adds 10% of the annual fee for each month of delay.

Report changes promptly

Think of a banquet hall on the Mathura Road stretch that adds a second floor. It may now sit in a bigger slab. Update the licence before the change, not after an inspection finds it.

In Faridabad, Section 333 lets the Commissioner prevent the use of premises for purposes covered by Section 331, and Section 337 covers premises used in breach of a licence.

No. Since June 2025, MCD issues health trade licences for hotels, restaurants, gaming parlours, auditoriums, amusement parks and swimming pools without a Delhi Police NOC. This followed the Lieutenant Governor’s order of 19 June 2025 ending police licensing for seven trades. Fire clearance, where the building needs it, still applies. That is one less office to visit.

Can my FSSAI licence replace the health trade licence?

Only in NDMC areas, for now. NDMC treats a valid FSSAI registration or licence as a deemed health trade licence for restaurants and food businesses. In MCD areas, the Lieutenant Governor announced in July 2025 that eateries would not need the licence, but MCD’s formal notification was still awaited in early 2026. In Haryana, the FSSAI licence and the municipal licence remain separate. We confirm the rule for your address before you spend a rupee.

How quickly can I get the licence from MCD?

Quickly, if the file is complete. Since June 2025, MCD’s web portal lets you upload documents, pay the processing, registration and licence fees online, and download the certificate. If something is missing, the regulating officer issues a deficiency notice, and you must check the status on the portal yourself. Missing fire or property tax papers cause most delays, so we gather everything before filing.

What happens if I renew late?

You pay a late fee. Under MCD’s 2022 rate card, there is a one-month grace period, after which the penalty is 10% of the annual licence fee for every month of delay. A licence left to lapse also exposes the premises to sealing, and de-sealing costs three times the annual fee. We diarise the date from your certificate and remind you well ahead.

Banquet halls pay ₹10,000 and ₹15,000 up to 250 seats. A ₹1,000 processing fee applies to every application. Haryana corporations fix their own fees.
