Warehouse Registration with WDRA and Warehouse Licences

A warehouse that wants to issue negotiable warehouse receipts must hold a registration certificate from the Warehousing Development and Regulatory Authority (WDRA). Registration is valid for five years, and since September 2026 a security deposit is needed only if you issue electronic receipts. What it is

WDRA registration is a licence for warehouses that issue negotiable warehouse receipts (NWRs). An NWR is a receipt for stored goods that can be transferred by endorsement or, today, electronically. A farmer, trader or processor can pledge it with a bank for a loan, or sell the goods without moving them.

The law is the Warehousing (Development and Regulation) Act, 2007. Section 3(1) says no person shall commence or carry on the warehousing business without a registration certificate. The detail sits in the Warehousing (Development and Regulation) Registration of Warehouses Rules, 2017, amended in 2023. Applications go online to WDRA.

Who it applies to

You run an agri-commodity godown

Owners or lessees of godowns storing grain, pulses, oilseeds, cotton, spices and other notified goods who want depositors to get bank finance against e-NWRs.

You manage stock for lenders

Businesses that run storage for lenders or commodity platforms, where the receipt itself is the security.

You are an FPO, PACS or self-help group

Picture an FPO in Palwal holding members’ mustard after harvest, waiting for a better price. With an e-NWR, members can borrow against the stock in the meantime, and the deposit for such bodies is lower.

An e-NWR from a WDRA-registered warehouse is accepted by lenders as collateral. Depositors who need credit will choose you for that reason alone.

In practice, a Faridabad trader who rents a godown for his own stock does not need WDRA registration. He needs GST registration showing the godown as an additional place of business, and possibly fire and FSSAI approvals. WDRA comes in only when the godown starts issuing receipts that others can pledge or trade.

Test your net worth against capacity

The minimum net worth depends on the total capacity of your warehouses under the Seventh Schedule to the 2017 Rules. We check your accounts against it, along with insurance and infrastructure.

File the application with WDRA

We prepare the application in the Second Schedule format with all attachments and pay the non-refundable application fee under the Third Schedule. WDRA examines it within ten working days.

Get the godown ready for inspection

WDRA or an empanelled inspection agency visits the warehouse. An external inspector must finish within 21 working days. Here is the catch: most queries come from small things, like an uncalibrated weighbridge or a stock register that does not match the shed. We walk the godown with you first.

Collect the registration certificate

WDRA reviews the inspection report within ten working days and, once approved, issues the certificate within five working days.

Report monthly and diarise renewal

We set up monthly reporting to WDRA, record-keeping and the renewal reminder. If you plan to issue e-NWRs, we arrange the advance security deposit first.

Timelines

Expect about 46 working days

Ten working days for scrutiny, 21 working days for an external inspection, ten working days to review the report and five working days to issue the certificate (Rules 7, 9, 10 and 12).

Use it for five years

The certificate is valid for five years from the date of issue under Rule 12(4).

Renew three months ahead

Apply for renewal at least three months before the registration expires, under Rule 13(2), with the renewal fee.

What happens if you fall short

Suspension

Under Rule 30, WDRA may suspend registration for any violation of the Act, rules, regulations or guidelines.

Cancellation

Rule 33 allows cancellation for infrastructure lapses, loss of control over the warehouse, failing the fit-and-proper test, falling below net worth, repeated suspensions or not cooperating with inspection.

Liability to depositors

Section 7 obliges the warehouseman to deliver goods to the holder of a negotiable receipt on demand. Shortages fall on you, which is why insurance and records matter.

Frequently asked questions

Is WDRA registration compulsory for every warehouse?

No, it is needed only if the warehouse issues negotiable warehouse receipts. Section 3(1) of the 2007 Act bars carrying on the warehousing business without a registration certificate, and Rule 4 of the 2017 Rules ties the application to warehouses issuing negotiable receipts. A godown used only for your own stock, or rented out without receipts, does not need it. It still needs GST, fire and local approvals where they apply.

How long is WDRA registration valid?

Five years from the date of issue, under Rule 12(4) of the Registration of Warehouses Rules, 2017. To renew, you apply at least three months before expiry under Rule 13(2) and pay the renewal fee set out in the Third Schedule. WDRA may inspect again at renewal. If you keep monthly reports and records current through the five years, renewal is usually a formality.

Do we have to pay a security deposit to WDRA?

Only if you issue electronic negotiable warehouse receipts. Under WDRA’s notification dated 20 August 2026, issued on 2 September 2026, the fixed deposit for plain registration was removed. Warehouses issuing e-NWRs give an Advance Dynamic Security Deposit of at least ₹1 lakh per warehouse, or an amount matching the e-NWRs planned for the month. FPOs, PACS and self-help groups pay ₹50,000 per warehouse. Warehouses not issuing e-NWRs pay no deposit at all.

What insurance does a WDRA warehouse need?

Rule 17(2) requires cover against fire, flood, burglary, misappropriation, and riots and strikes. In areas notified as disturbed, Rule 17(3) adds terrorism cover. The policy must protect the goods of depositors, not only your building. We check the policy wording before filing, because a mismatch is a common reason for queries from WDRA.

What net worth is required?

It depends on the total capacity of all your warehouses, as set out in the Seventh Schedule to the 2017 Rules under Rule 18(1). Larger capacity means a higher minimum. Since the 2023 amendment, government entities that fall short can give an indemnity bond equal to the shortfall plus the minimum net worth instead. How long does WDRA registration take?

About 46 working days, a little over two months, if the file is complete, going by the time limits in the 2017 Rules. Scrutiny takes ten working days, an external inspection 21 working days, review of the report ten working days, and the certificate is issued within five working days of approval. Queries stop the clock, so a complete file is the fastest route.

What does a registered warehouse have to file every month?

A monthly report to WDRA in the form and manner it specifies, including in electronic form, under Rule 29(1). Rule 25(e) also requires a complete and accurate set of records and accounts of all transactions, and Section 8 of the Act repeats the duty to keep them in a safe place. Does a warehouse storing food need an FSSAI licence too?

Yes, storage of food is a food business, so FSSAI registration or a licence is needed in addition to WDRA. Which one depends on your scale and turnover.
