FIEO Registration (RCMC for Multi-Product Exporters)
If you export many different products and have not yet settled on one main line, or your product has no export promotion council of its own, the Federation of Indian Export Organisations (FIEO) can issue your Registration-cum-Membership Certificate. We check whether FIEO is the right body for you, prepare the application and file it online with your IEC.
What it is
FIEO registration means joining the Federation of Indian Export Organisations and getting its Registration-cum-Membership Certificate (RCMC). FIEO is the apex trade promotion body for Indian exporters, set up by the Ministry of Commerce in 1965. Most exporters take their RCMC from the council for their product, such as the one for engineering goods or chemicals. FIEO is the route when no single council fits.
The rules are in the Handbook of Procedures 2023. Para 2.80 says an exporter must declare a main line of business when applying for an RCMC. Where a multi-product exporter is not registered with any council and the main line is not yet settled, the exporter can choose to get the RCMC from FIEO. Why it matters
It opens FTP schemes
Authorisations such as EPCG and other benefits under the Foreign Trade Policy ask for RCMC details. Without one, the application cannot be filed.
One certificate for a mixed basket
Think of a Faridabad trading company that ships hand tools to Kenya one month and home textiles to Dubai the next. It does not need to join several councils just to get started.
It proves you are a registered exporter
An RCMC shows that a body recognised under the Foreign Trade Policy has registered you as an exporter.

Two regional exceptions apply. Multi-product exporters with a head or registered office in the North Eastern States may take the RCMC from the Shellac and Forest Products Export Promotion Council. Handicraft and handloom exporters from Jammu and Kashmir and Ladakh go to the Director, Handicrafts, Government of Jammu and Kashmir. Once your main line becomes clear, a product council may suit you better at renewal.
How it works
Check that FIEO is the right body
We look at your export basket and HS codes. Here is the catch: if one council clearly covers your main line, that council is the right registering authority, not FIEO. We tell you so upfront.
Update your IEC profile
The e-RCMC system needs an active IEC with an updated profile. If the annual update is due, we finish your IEC update first.
File the online application
We fill in the RCMC application on the DGFT portal, select FIEO as the registering authority, upload documents and sign with your DSC or Aadhaar e-sign.
Pay the fee and answer queries
The membership fee is paid online. If FIEO raises a query, we answer it on the portal.
Keep the e-RCMC current
The issued RCMC is linked to your IEC. Change your constitution, say from a partnership to a private limited company, and we report it within the month and diarise the renewal.
Timelines
Valid for five financial years
Under para 2.81, the RCMC is valid from 1 April of the licensing year in which it is issued, for five years ending 31 March.
Report changes within one month
A change in ownership or constitution must be intimated to the registering authority within one month, under para 2.82.
Update your IEC every April to June
Para 2.06 of FTP 2023 requires the IEC to be updated every year between April and June. An IEC that is not updated is deactivated.
What happens if you skip it
FTP applications get stuck
Para 2.57(a) makes an RCMC necessary for authorisations and other FTP benefits, unless an exemption applies.
Lapsed RCMC, same problem
After five financial years the RCMC expires. Until it is renewed, applications that need it cannot go ahead.
Breaches can cost you the RCMC
Under para 2.83, the registering authority can de-register a member for violating the conditions, after a show cause notice. You can appeal to DGFT within 45 days (para 2.84).

What is FIEO registration?

Who should register with FIEO instead of an export promotion council?

Is RCMC from FIEO mandatory?
An RCMC is mandatory if you want an authorisation or any benefit or concession under the Foreign Trade Policy, under para 2.57(a), unless an exemption applies. FIEO is one of the bodies that can issue it. If you claim no FTP benefit, the policy does not demand one, though product laws such as the APEDA Act have their own registration rules. How long is a FIEO RCMC valid?
Five financial years. Para 2.81 of the Handbook of Procedures 2023 says the RCMC is valid from 1 April of the licensing year in which it is issued, ending on 31 March five years later. So a certificate issued in October 2026 runs from 1 April 2026 to 31 March 2031. We note the expiry date and remind you well before renewal.
What do I need before applying for an RCMC?
You need an active Import Export Code with an updated profile on the DGFT portal, and a DSC or Aadhaar-based e-sign to sign the application. Para 2.06 of FTP 2023 requires the IEC to be updated every year between April and June, or it is deactivated. Keep your PAN, GST and business documents ready. We check all of this before filing, so avoidable queries do not hold it up.
Can I switch from FIEO to a product council later?
Yes. The FIEO option exists because your main line of business is not yet settled, and once it is, the matching council becomes the natural registering authority. Para 2.80 requires you to declare your main line in each RCMC application. In practice, many exporters review this at renewal. We advise on the switch and file with the new council when the time is right.
What if FIEO rejects or cancels my registration?
You can appeal. Under para 2.84 of the Handbook of Procedures 2023, a person aggrieved by a registering authority’s decision on an RCMC can appeal to DGFT, or an officer it designates, within 45 days. De-registration under para 2.83 comes only after a show cause notice. We draft the reply or appeal, so your side is properly heard.
Does FIEO also issue certificates of origin?
Yes. FIEO is among the agencies listed in Appendix 2E of the Foreign Trade Policy that can issue non-preferential certificates of origin. You apply for them on DGFT’s e-CoO platform, and the government fee per certificate is set by DGFT public notice, so check the current figure on that platform.
