MPEDA Registration for Seafood and Marine Product Exporters
MPEDA registration is the exporter registration issued by the Marine Products Export Development Authority, and the RCMC that goes with it. If you export shrimp, fish, molluscs or other marine products, you need it. We prepare the papers and file on the e-MPEDA portal.
What it is
MPEDA is the body set up under the Marine Products Export Development Authority Act, 1972 to develop marine product exports. Exporters register with it, and the Authority issues a Registration-cum-Membership Certificate (RCMC) that works as your membership of the commodity board.
MPEDA’s website says exporter registration is granted under Section 9(2)(h) of the Act read with Rules 40 to 42 of the MPEDA Rules, 1972. Applications go through the e-MPEDA portal. Under Foreign Trade Policy 2023, para 2.57(a), you need an RCMC when you apply for an export authorisation or any benefit under the policy, unless you are specifically exempt.
Who it applies to
Manufacturer exporters
You process or pack marine products in your own unit and ship them abroad. MPEDA registers manufacturer exporters, processing plants, storage premises and pre-processing centres as separate categories.
Merchant exporters
You buy from processors and export under your own IEC. MPEDA has a merchant category, and also a “route through merchants” category for producers who export via a merchant.
Ornamental fish and vessel owners
Exporters of ornamental fish and owners of fishing vessels have their own registration categories on the MPEDA list. Tell us your exact activity so we pick the right one.

It is the entry ticket
MPEDA is the registering authority for marine products. Without the certificate, the RCMC-linked benefits under the Foreign Trade Policy stay out of reach.

One RCMC lasts five years
The certificate is valid from 1 April of the licensing year it is issued and runs for five financial years ending 31 March. You are not renewing every year.

Get the IEC in order
Your IEC must be active, and its profile updated, before the RCMC is requested. If you do not have one yet, we apply for it first through our import export registration service.

Before the first shipment
Hold the registration and RCMC before your first marine product export. Then a pending file cannot hold up the buyer’s dates.
RCMC validity
From 1 April of the licensing year of issue, for five financial years ending 31 March. Diarise the March year-end of the fifth year.

What happens if you do not register
Foreign Trade Policy benefits are blocked
Para 2.57(a) of FTP 2023 asks for an RCMC when you seek authorisations or benefits under the policy. No RCMC, no benefit.
Your shipments can stall
Here is the catch: a buyer’s shipping window does not move. An exporter with no valid registration risks a delay at exactly the stage buyers care about most.

Who needs MPEDA registration?
Anyone exporting marine products such as shrimp, fish, molluscs and crustaceans needs MPEDA registration. MPEDA also registers processing plants, storage premises, fishing vessels and ornamental fish exporters under separate categories. If your goods are agri or food products outside the marine list, a different body applies. We check your product and tell you which. The whole process is online.
What is the legal basis for MPEDA registration?
MPEDA’s website states that exporter registration is granted under Section 9(2)(h) of the Marine Products Export Development Authority Act, 1972, read with Rules 40 to 42 of the MPEDA Rules, 1972. So it is a statutory registration, not just a membership card. We cite the right provisions in the file we prepare, and you do not need to track them yourself.
Do I need an IEC before MPEDA registration?
Yes, keep an active IEC with an updated profile ready first. DGFT’s e-RCMC system works on the IEC, and it also expects a linked digital signature token or Aadhaar e-sign for submitting the application. If you have no IEC, we apply for it first and then move to MPEDA. The sequence takes a little planning, not extra effort.
How long is the MPEDA RCMC valid?
An RCMC is deemed valid from 1 April of the licensing year in which it is issued and runs for five financial years ending 31 March. MPEDA’s own RCMC page says the same. So a certificate issued during the year starts from that 1 April, which is worth knowing when you plan your renewal. We track the date for you.
Where do I apply for MPEDA registration?
You apply online on the e-MPEDA portal, which MPEDA’s website points to for registration. Applicants register as exporters first and then request the RCMC in the required format. We prepare the application, upload the documents with your DSC or Aadhaar e-sign, and follow up with MPEDA until it is issued.
Is MPEDA registration the same as an RCMC from APEDA or another council?
No. Each commodity board or export promotion council issues the RCMC for its own line of business. MPEDA covers marine products, while APEDA covers scheduled agri and food items. You declare your main line of business and apply to the matching body. We help you choose when your range is mixed.
