CHEMEXCIL Registration (RCMC for Chemical Exporters)

CHEMEXCIL is the export promotion council for basic chemicals, dyes, agrochemicals, cosmetics and speciality chemicals. Its Registration-cum-Membership Certificate (RCMC) is issued online on the DGFT portal and is valid for five financial years. Chemical exporters need it to claim benefits under the Foreign Trade Policy 2023, and we file it for you.

What it is

CHEMEXCIL is the export promotion council for chemicals, set up by the Ministry of Commerce & Industry in 1963 to promote India’s chemical exports. When you become a member, the council issues you an RCMC. It is one of several RCMCs issued by export promotion councils; which one you need depends on what you export. This certificate shows that you are registered with an export promotion council recognised by the Government of India.

Under paragraph 2.56(b) of the Foreign Trade Policy 2023, export promotion councils act as registering authorities for their members. Paragraph 2.57(a) makes an RCMC a condition for applying for an authorisation to import or export, or for any other benefit or concession under the policy, unless you are specifically exempted. Following DGFT Trade Notice 35/2021-22 dated 24 February 2022, RCMCs are applied for, renewed and amended online through the e-RCMC module on the DGFT portal.

Traders who buy from manufacturers and export under their own IEC. CHEMEXCIL’s document list has a lighter set for merchant exporters.

You export cosmetics, soaps or essential oils

These products fall under CHEMEXCIL’s Panel III, so their RCMC also comes from this council.

You ship castor oil or lubricants

Panel IV covers speciality chemicals, lubricants and castor oil.

You plan to claim FTP benefits

Anyone applying for authorisations or other benefits under FTP 2023 for chemical products needs a valid RCMC first.

How it works

Update your IEC profile

DGFT requires an active Import Export Code with an updated profile, and a digital signature (DSC) token or Aadhaar e-sign linked to it, before you can apply. Here is the catch: an IEC not updated between April and June gets deactivated, and the e-RCMC form will not proceed.

Choose the panel and products

We map your products to HS codes and to the right CHEMEXCIL panel, and prepare the letterhead declarations.

Prepare the export turnover certificate

The fee slab depends on the FOB value of your exports, so the CA-certified figures must match your shipping bills. In practice, if some of your goods went abroad through a merchant exporter, we sort out which figures belong in your certificate before it is signed.

Apply and pay on the DGFT portal

We file the e-RCMC application, select CHEMEXCIL as the council, upload documents and pay the membership fee online.

Answer queries and download the RCMC

CHEMEXCIL reviews the application and may raise queries. Once approved, the e-RCMC is available on the DGFT portal.

Timelines

Count five financial years

An e-RCMC is treated as valid from 1 April of the licensing year in which it is issued, for five financial years ending on 31 March.

Expect an advance fee

For 2026-27, CHEMEXCIL charges the fee for 2026-27 and three years in advance, based on the FOB value of your exports in FY 2024-25.

Renew before it lapses

Renewals and amendments are also filed online on the DGFT portal. Apply for renewal before the RCMC lapses so that benefit claims are not interrupted.

What happens if you export without an RCMC

Benefit applications stall

Under para 2.57(a) of FTP 2023, you cannot apply for authorisations or other FTP benefits without a valid RCMC, unless exempt.

No council support

Certificates of origin, MAI claim help and trade fair participation through CHEMEXCIL are for members.

A lapsed RCMC needs renewal

Once the five-year period ends, you must renew before the next benefit claim. A gap means delays while renewal is processed.

Frequently asked questions

Is CHEMEXCIL registration compulsory for chemical exporters?

It is compulsory if you want benefits. You can export chemicals with just an IEC, but paragraph 2.57(a) of the Foreign Trade Policy 2023 requires an RCMC to apply for an authorisation to import or export, or for any other benefit or concession under the policy, unless specifically exempted. Most regular chemical exporters register for this reason.

How is the CHEMEXCIL membership fee calculated?

The fee follows a slab table based on the FOB value of your exports. For 2026-27, CHEMEXCIL charges the fee for 2026-27 and three years in advance, worked out on your FOB export value for FY 2024-25. That is why a CA-certified export turnover statement is part of the application. We check your figures against the current slab table and tell you the exact fee before filing.

How long is a CHEMEXCIL RCMC valid?

An e-RCMC is valid for five financial years. DGFT treats it as valid from 1 April of the licensing year in which it was issued, ending on 31 March of the fifth year. So an RCMC issued in, say, December 2026 counts from 1 April 2026. Renewal is filed on the DGFT portal, and we remind you well before the end date.

What do I need before applying for an e-RCMC?

DGFT lists three prerequisites: an active Import Export Code, an updated IEC profile, and a DSC token or Aadhaar e-sign linked to the IEC. The IEC must be updated every year between April and June under paragraph 2.06 of FTP 2023, or it gets deactivated. We check all three first, so the application does not get stuck at the signing stage.

Can a merchant exporter get CHEMEXCIL membership?

Yes. CHEMEXCIL’s document list covers both manufacturers and merchant exporters. Merchant exporters do not need to give manufacturing documents such as SIA, IEM or Udyam, or pollution board consent. They still give the IEC, PAN, GST, export turnover certificate, product list with HS codes and contact details. We prepare the letterhead declarations in the format the council expects.

Which council should an agrochemical exporter join?

CHEMEXCIL’s Panel II covers basic inorganic and organic chemicals, including agrochemicals. You register with the council that matches your main line of business, as declared in your application. If you export across several product groups, choose based on your main exports. We look at your product list and HS codes and advise which council and panel fit before filing.

Can I change my products after the RCMC is issued?

Yes. Amendments to an e-RCMC, such as adding products or changing details, are filed online on the DGFT portal, the same way as a new application or renewal. Keep your IEC profile updated first, because the RCMC draws on it. We file the amendment and check the updated certificate so your product list matches your shipping bills.

Where is CHEMEXCIL based, and do I need to visit?

CHEMEXCIL’s office is at Jhansi Castle, Cooperage Road, Mumbai, but you do not need to visit. The full e-RCMC process, from application to payment to download, runs on the DGFT portal. Exporters in Faridabad and across Haryana complete it entirely online, usually without a single trip. If CHEMEXCIL raises a query, it comes through the portal as well.
