PSARA Licence Renewal & Annual Compliance
A PSARA licence is valid for five years, and the renewal application must reach the Controlling Authority at least 45 days before it expires. We handle your PSARA renewal and keep the yearly compliance on track.
What it is
Under Section 7(5) of the Private Security Agencies (Regulation) Act, 2005, the licence is valid for five years and can be renewed for another five years on payment of the prescribed fee. Meanwhile the agency must keep registers, issue ID cards, train guards, employ supervisors and follow labour laws.

Who it applies to
Agencies nearing the five-year mark
Any private security agency whose licence expires in the next few months. The PSARA renewal must be filed at least 45 days before the expiry date.
Agencies already deploying guards
Every licensed agency must keep its registers, ID cards, training records and supervisor strength current, all year.
Agencies that changed hands or address
A change in address or management has to be reported to the Controlling Authority within 30 days under the Haryana Rules.
Why it matters
No licence, no business
Section 4 bars anyone from running a private security agency without a valid licence. An expired licence leaves you exposed under Section 20(1).
Inspections can happen any day
Section 16 lets the Controlling Authority enter your premises and inspect records, accounts and documents. Your registers need to be ready on the day.
Labour defaults can cost the licence
Section 13 lists violation of the labour laws in the Act’s Schedule, such as minimum wages, PF and contract labour, as a ground to cancel or suspend the licence.

Say a Faridabad agency wins a contract to guard two factories and hires 30 new guards in a month. Each needs the full training before deployment, and at least two more supervisors must join to hold the 1:15 ratio. Put the paperwork for both on file before the first shift.
The Act’s Schedule still names the older labour Acts, which the four labour codes replaced from 21 November 2025, so your wages, PF and ESI payroll and contract labour records need to be clean under the new codes.

Timelines
Apply 45 days before expiry
Section 8(1) and Haryana Rule 5 require the renewal application at least 45 days before the licence expires. A licence ending on 31 March 2027 means filing by 14 February 2027.
Expect a decision in 30 days
The Controlling Authority must decide within 30 days of receiving a complete application, and cannot refuse without giving you a hearing.
Report changes within 30 days
Any change in address or management goes to the Controlling Authority within 30 days of the change.
What happens if your licence lapses
Running without a licence is an offence
Carrying on the business without a licence breaks Section 4. Section 20(1) provides imprisonment up to one year, a fine up to ₹25,000, or both.
Slips draw a fine and suspension
Breaking Sections 9, 10 or 12 (training, guard eligibility, licence display) draws a fine up to ₹25,000 under Section 20(2), and the licence can be suspended or cancelled.
Serious breaches end the licence
Section 13 allows cancellation or suspension for grounds such as false documents, breach of the Act or rules, failure to engage supervisors in time, or violation of the labour laws in the Schedule. You can appeal to the State Home Secretary within 60 days under Section 14.
Frequently asked questions
When should I apply to renew my PSARA licence?
Apply at least 45 days before the licence expires. Section 8(1) of the PSARA Act sets this limit, and Rule 5 of the Haryana Private Security Agencies Rules, 2022 repeats it. The authority then has 30 days to decide on a complete application. Start your PSARA renewal about three months ahead and the documents are ready well before the cut-off.
What is the renewal fee in Haryana?
The renewal fee is the same as the fee for a fresh licence, under Rule 5 of the Haryana Rules. Section 7(3) of the Act sets that at ₹5,000 for one district, ₹10,000 for more than one and up to five districts, and ₹25,000 for the whole State. How long is a renewed PSARA licence valid?
A renewed licence is valid for a further five years. Section 7(5) of the Act allows renewal from time to time, each for five years, unless the licence is cancelled under Section 13. Renew on time and the agency never has a break. We diarise the next renewal date the day your licence is renewed.
Can I keep deploying guards if renewal is pending?
If you applied at least 45 days before expiry, the authority is required to decide within 30 days, which usually means you have the answer before the old licence ends. Apply late and let the licence expire, and running the agency risks a Section 4 violation. Filing on time keeps your contracts safe.
What registers must a security agency maintain?
Section 15 requires registers of the people managing the agency, the guards and supervisors with photographs and salaries, and the customers served. Haryana Rule 12 splits this into Register A (management), B (guards and supervisors), C (customers) and D (duty roster), kept electronically in Form X. Update them monthly and inspections become routine.
How much training do guards need?
Under the Haryana Rules, a new guard needs at least 100 hours of classroom training and 60 hours of field training, spread over at least 20 working days. Ex-servicemen and former police can take a shorter course of 40 classroom hours and 16 field hours over at least seven working days. Keep the certificates on file; they get checked at renewal.
How many supervisors do I need?
One supervisor for not more than 15 private security guards, under the Haryana Rules. Section 9(3) of the Act also requires the agency to employ supervisors within 60 days of getting the licence. So an agency with 100 guards on duty needs at least seven supervisors. Hire supervisors with each new contract and the ratio stays easy.
Do labour codes affect my PSARA licence?
Yes. Section 13 lets the authority cancel or suspend a licence if the agency violates the labour laws listed in the Act’s Schedule, covering wages, PF, bonus, gratuity and contract labour. Those laws were consolidated into four labour codes in force from 21 November 2025. Clean PF and ESI filings and wage records protect both your guards and your licence.
What if my agency changes its address or directors?
Report it to the Controlling Authority within 30 days of the change under the Haryana Rules. Update Register A on the same day. A company also reports a change in directors to the ROC on the MCA V3 portal. We handle both filings together, so the licence and company records always match.
What can I do if renewal is refused?
Section 8 says renewal cannot be refused without giving you a reasonable opportunity of being heard. If it is still refused, you can appeal to the Home Secretary of the State within 60 days under Section 14. We prepare the reply and appeal papers for your review, and the hearing is your chance to fix any gap.
