What it is
A teleport, also called an uplinking hub, is a ground facility with large dish antennas that sends TV channel signals up to a satellite. Broadcasters either own a teleport or hire capacity on someone else’s. Teleport permission lets you set up and run that facility. It is separate from the permission each TV channel needs to be uplinked or downlinked.
The rules are in the Guidelines for Uplinking and Downlinking of Television Channels in India, 2022, approved by the Union Cabinet on 9 November 2022. Applications are made online on the Ministry’s Broadcast Seva portal. Permission is issued after security clearance from the Ministry of Home Affairs and clearance from the Department of Space, and the teleport also needs frequency clearances from WPC and NOCC before it goes live.

What happens if you breach the permission
You lose the deposit
If the teleport uplinks a channel that has no permission or whose permission is suspended, the ₹4 lakh security deposit is forfeited.
You refill it in 15 days
After a forfeiture, a fresh security deposit must be furnished within 15 days.
You risk going off air
Miss the renewal window and you risk a period with no valid permission, when the teleport cannot uplink.

Who can apply for teleport permission?
A company or an LLP incorporated in India can apply. The 2022 guidelines added LLPs, which could not hold teleport permission before. Individuals and partnership firms cannot apply. The entity must meet the net worth test of ₹3 crore for the first teleport. If you are starting fresh, we can set up the company or LLP first and then file.
What is the net worth requirement for a teleport?
You need ₹3 crore of net worth for the first teleport and ₹1 crore more for each additional teleport. So an entity planning two teleports needs ₹4 crore. Net worth is shown through a certificate backed by audited accounts. Here is the catch: accumulated losses eat into net worth. If you fall short, fresh capital before you apply is the usual answer, often with an increase in authorised capital, and we plan that with you.
What fees does the Ministry charge?
The processing fee is ₹10,000 per teleport, and the annual permission fee is ₹2 lakh per teleport. You also give a refundable security deposit of ₹4 lakh and a performance bank guarantee of ₹25 lakh per teleport. Fees are paid through Bharatkosh. We give you a schedule of every payment up front.
How long is teleport permission valid?
Teleport permission is valid for ten years from the date of grant. Renewal must be applied for three months before it expires, with a processing fee of ₹10,000. News agencies get five-year permission, but that is a different category. We note your expiry date at the start and remind you well before the renewal window opens.
How long does approval take?
Most of the time goes into security clearance. The Ministry issues permission within 30 days of receiving clearance and approval from the Ministry of Home Affairs, and the Department of Space also clears the proposal. The clearance stage has no fixed limit. A complete file with accurate director details is the best way to avoid back-and-forth.
Can an Indian teleport uplink foreign channels?
Yes. Under the 2022 guidelines, Indian teleports may uplink foreign channels owned by foreign entities for viewing outside India, on payment of the required annual permission fee. Each foreign channel carries its own annual permission fee, so the paperwork is per channel. We keep a register of each channel you carry and its permission status, so your teleport only ever uplinks what it is allowed to.
When must the teleport start operating?
Within one year from the date you obtain all clearances from WPC and NOCC. Permission alone does not let you transmit. The frequency clearances come first. Say a Faridabad company gets permission in March but its NOCC clearance lands months later; the one-year clock starts only then. Your technical consultant handles those filings. We track the dates on both sides so the one-year clock never surprises you.
What if the teleport uplinks a channel without permission?
The security deposit of ₹4 lakh is forfeited. This applies when a teleport uplinks a channel that is not permitted or whose permission is suspended. You must then furnish a fresh deposit within 15 days. A simple channel register, checked against the Ministry’s list, prevents this, and we can help you set one up.
Are the teleport rules changing?
A change is proposed but not final. The draft Telecommunications (Television, Radio and Associated Services) Rules, 2026, released for comments until 2 October 2026, keep ₹3 crore net worth for the first teleport, ₹1 crore for each additional one and a ten-year term. They apply only once notified. Until then, the 2022 guidelines govern your application.
