DLT Registration for Bulk SMS (TRAI TCCCPR)
Any business that sends OTPs, alerts or offers by SMS in India must first register on a telecom operator’s DLT platform as a principal entity, along with its headers, content templates and consent templates. What it is
DLT stands for Distributed Ledger Technology. It is the shared record telecom operators use to check every commercial SMS before delivery. Your business, the sender ID (header) you use, each message format (content template) and each way you collect consent (consent template) must be registered on it. A message that matches no registered template is blocked.
The rules come from the Telecom Commercial Communications Customer Preference Regulations, 2018 (TCCCPR), issued by the Telecom Regulatory Authority of India (TRAI). TRAI tightened them through the Second Amendment of 12 February 2025, and notified a Third Amendment in September 2026. You register once, on any operator’s DLT portal.
Who it applies to
You send OTPs and alerts
Banks, NBFCs, online sellers, clinics and schools that send OTPs, payment alerts or reminders. These are transactional or service messages, and each format must be a registered template.
You run SMS offers
Shops, builders and coaching centres that send offers. Promotional SMS must carry an opt-out and cannot go to numbers that have blocked such messages.
You send on behalf of government
Departments sending citizen alerts register too, with headers carrying the “-G” suffix.
Why it matters

Here is the catch: a sales offer inside a “service” template is the quickest way to lose a header. Picture a Faridabad furniture showroom that sends delivery updates and festive offers. It needs one service header and one promotional header, with an opt-out in every offer. We check each template’s wording against its category before filing.
How it works
Choose one portal and match the documents
Registration on one operator’s DLT portal is shared across operators, so you need only one. We check that the name on your PAN, GST certificate and authorisation letter matches exactly. In practice, a name mismatch is the usual reason for rejection.
Register the principal entity
We file the entity registration and complete the operator’s verification of the authorised person. Once approved, you get a principal entity ID. A new company should finish its company registration and PAN first, since DLT goes by the legal name.
Register headers and consent templates
We apply for each sender ID under the right category and register the consent templates that describe how customers agree to hear from you.
Write and register content templates
We write each message format with fixed text and marked variables. Any URL, app link or call-back number in it is whitelisted too. Say a Ballabgarh coaching centre texts fee reminders with a payment link: unless that link is whitelisted, every reminder bounces.
Hand the IDs to your SMS provider
We share the entity, header and template IDs with your SMS gateway and diarise the annual certification.
Timelines
Before the first SMS
Entity, header and template must all be approved before you send. Anything unmatched is blocked.
Every year: certify your registration
Senders must certify their registration details, headers, content templates and consent templates every year. If they don’t, the operator automatically suspends the sender or its headers.
90 days after an opt-out
Once a customer revokes consent or opts out, you cannot ask them for consent again for 90 days.
What happens if you get it wrong
Your messages get blocked
An unregistered header or a message that does not match its template is dropped by the operator. Failed OTPs mean lost sales.
Your numbers get barred for 15 days
If five or more unique recipients complain about a sender within ten days, the first violation bars outgoing services of all the sender’s telecom resources for 15 days.
A repeat means a one-year blacklist
On a later violation, all the sender’s telecom resources are disconnected for one year and the sender is blacklisted. Under the Third Amendment of 2026, a misused header or template is suspended within six hours.
Frequently asked questions
Is DLT registration mandatory for sending bulk SMS?
Yes. Under TRAI’s TCCCPR, 2018, every business sending commercial SMS must register as a principal entity on an operator’s DLT platform, along with its headers and templates. Operators check each message against this record before delivery, and anything that does not match is blocked. It is a one-time setup, followed by an annual certification.
Do I need to register separately with Jio, Airtel and Vodafone Idea?
No. You register on any one operator’s DLT portal, such as Jio, Airtel, Vodafone Idea or BSNL, and the ledger shares the record with the other operators. Your principal entity ID, headers and templates then work across networks. One registration is enough, so you never pay or wait twice for the same thing.
What is a principal entity ID?
It is the unique number the DLT platform gives your business once its registration is approved. Your SMS provider must attach this ID to every message you send, along with the header and template IDs. Without it, operators treat the message as unregistered and drop it. Keep it handy for when you change providers.
What do -P, -S, -T and -G after a sender ID mean?
They show the message category: -P for promotional, -S for service, -T for transactional and -G for government. TRAI added this suffix rule in the Second Amendment of 12 February 2025. Your header must be registered under the correct category. Choose right at the start and the suffix takes care of itself.
Can I send offers through a transactional header?
No. A transactional message is one triggered by a transaction the customer started, sent within 30 minutes, like an OTP or a payment alert. Offers are promotional and must go through a promotional header with an opt-out in the message. Mixing them invites complaints that can bar your telecom resources. Keep categories separate and you are safe.
What is a content template and why was mine rejected?
A content template is the fixed wording of a message with marked spaces for variables like name, amount or date. Operators reject templates that are vague, mismatch the header’s category or carry links that are not whitelisted. We let fixed text do most of the work. A well-drafted template usually clears approval on the first try.
Can my SMS contain website links or app download links?
Yes, but only whitelisted ones. Under the 2025 amendment, operators scrub messages carrying URLs, APKs, OTT links or call-back numbers against the data you upload, and you must give an undertaking that they are not malicious. A link that is not whitelisted gets the message blocked. We whitelist every link along with its template, so campaigns go out cleanly.
What happens if customers complain about our messages?
Customers can complain within 7 days of receiving a message. If five or more unique recipients complain within ten days, the first violation bars outgoing services on all your telecom resources for 15 days. A second violation means disconnection for one year and blacklisting. You can make a representation to the operator. Proper consent records and correct categories keep you well clear of this.
Does DLT registration need to be renewed?
There is no fixed renewal date in TRAI’s rules, but there is an annual duty. Under the 2025 amendment, senders must certify their registration details, headers, content templates and consent templates every year, and missing it leads to automatic suspension of the sender or its headers. We diarise the certification date for you, so your OTPs and alerts keep flowing without a sudden stop.
What changed with the Third Amendment of 2026?
TRAI notified the Third Amendment in September 2026. Operators must suspend misused headers or templates within six hours of becoming aware of the misuse, and messages based on a customer’s inquiry can be sent only for seven days. Consent now also covers legacy consents already held by businesses, and application-to-person calls must be pre-declared. Clean templates and consent records mean little changes for you.
