BIS Hallmark Registration for Jewellers
A jeweller who sells gold jewellery or gold artefacts in a notified district must hold a BIS certificate of registration and sell only hallmarked pieces, each with a six-digit HUID. What it is
Hallmarking is the official testing and recording of how much gold or silver a piece contains. The Bureau of Indian Standards (BIS) says the aim is to protect buyers against adulteration and hold manufacturers to legal standards of fineness.
Hallmark registration is the certificate of registration BIS grants to a jeweller who wants to sell hallmarked jewellery. Under the Hallmarking of Gold Jewellery and Gold Artefacts Order, 2020, gold jewellery and artefacts in notified districts may be sold only by registered jewellers, and must be hallmarked under the Bureau of Indian Standards (Hallmarking) Regulations, 2018. The Order took effect on 16 June 2021.
Every hallmarked piece carries three marks: the BIS Standard Mark, the purity in carat and fineness (for example 22K916), and a six-digit alphanumeric Hallmark Unique Identification (HUID). The testing and marking are done by a BIS-recognised Assaying and Hallmarking Centre (AHC), not by the jeweller.

You run a jewellery shop in a notified district
Any jeweller who sells gold jewellery or gold artefacts from a shop in one of the notified districts. Faridabad, Gurugram and the Delhi districts are all on the BIS list.

Manufacturers that sell gold jewellery in India and send articles to an AHC need the registration in their own name.

Timelines
Register before you sell
The certificate must be in place before you sell gold jewellery in a notified district. It is granted instantly once the application is complete.
Forget about renewals
The certificate of registration is valid for life. There is no annual renewal, but BIS can suspend or cancel it for violations.
Fix a short sample within 90 days
If a market sample is short in purity by more than 2 ppt and up to 40 ppt, BIS requires corrective action and an improved sample within 90 days.
What happens if you sell without it
Face prosecution under Section 29(2)
Breaking Section 15 of the BIS Act, 2016 is punishable with imprisonment up to one year, or a fine of at least ₹1 lakh that can go up to five times the value of the goods, or both.
Lose the registration
Hallmarking from a non-recognised centre, counterfeit or incomplete marks, tampered counter samples or a purity shortage above 40 ppt can lead to cancellation.
Wait a year to reapply
After a cancellation order or a conviction, a jeweller cannot apply for a fresh certificate of registration for one year from the date of that order.

Is there a fee for BIS hallmark registration?
No, BIS does not charge a fee for the jeweller’s certificate of registration. BIS states that the certificate is granted instantly, without uploading documents or paying any fee, and that it is valid for life. What is HUID and why does it matter?
HUID is the six-digit alphanumeric Hallmark Unique Identification marked on every hallmarked article. It links the piece to its record: type of jewellery, weight, photograph, jeweller and AHC. A customer or BIS officer can use it to check whether the piece matches. Keep your HUID records clean and the check works in your favour.
Which marks must a hallmarked gold article carry?
A hallmarked gold article carries three marks: the BIS Standard Mark, the purity in carat and fineness such as 22K916, and the six-digit HUID. The AHC applies all three after testing. An article with an incomplete hallmark is one of the grounds BIS lists for moving towards cancellation. Check each piece when it returns from the AHC and you will catch errors early.
Is hallmarking compulsory in Faridabad and Gurugram?
Yes, Faridabad and Gurugram were among the 256 districts in phase 1 of mandatory gold hallmarking in June 2021. Palwal was added in phase 3 and Panipat in phase 8 on 3 August 2026, taking the national total to 392 districts. Delhi districts are on the list too. If your outlet is in one of these, register before you sell and you are covered.
Which gold articles are exempt from mandatory hallmarking?
Several articles are exempt, including those weighing less than two grams, articles for export made to the foreign buyer’s specification, Kundan, Polki and Jadau jewellery, watches and fountain pens, gold thread and gold bullion such as bars and coins. Articles shown at government-approved domestic B2B exhibitions, with no sale, are also exempt. We check your product mix against the list, so you know exactly what must be hallmarked.
Do small jewellers need to register?
Jewellers with an annual turnover of up to ₹40 lakh were exempted under the June 2021 order on mandatory hallmarking. If your turnover crosses that level, or you want to sell hallmarked pieces as a registered jeweller, register. Registration is free and instant, so registering early costs you nothing. Do export-only jewellers need registration?
No, jewellers who hold a valid Importer-Exporter Code and deal only in the export stream are exempt. Sales to an exporter with an active IEC, where the articles are ultimately meant for export, are also covered by the exemption. Articles for export and re-import under the trade policy are exempt too. Keep your export documents in order and the exemption is straightforward to show.
What happens if a market sample fails the purity test?
The action depends on the size of the shortage. Under BIS’s July 2026 guidelines, a shortage of 2 to 10 ppt needs corrective action and an improved sample within 90 days. A shortage above 10 ppt and up to 40 ppt also needs an improved sample within 90 days. Above 40 ppt, BIS starts cancellation. Keep counter samples sealed until test reports are accepted and you can defend your position.
Can a jeweller hallmark articles in-house?
No, only a BIS-recognised Assaying and Hallmarking Centre can test and hallmark articles. Section 14(6) of the BIS Act, 2016 bars any centre that is not recognised from applying the hallmark, and sending articles to a non-recognised centre is a ground for cancellation.
