ICMR NOC for Biological Samples: Export Clearance Support
Since March 2024, exporting items that contain human biological material or samples needs a No Objection Certificate from ICMR or CDSCO. We prepare the dossier, file on the ICMR portal and answer the queries that follow.
What it is
An ICMR NOC for biological samples is a written no-objection from the Indian Council of Medical Research, Department of Health Research, allowing a specific export of human biological material for commercial purposes or contract research. Without it, the export policy does not let the consignment leave India. Here is the catch: nobody notices until the cargo is booked.
The rule comes from DGFT Notification 72/2023, effective 11 March 2024. It put human biological materials, samples and products under Chapter 30 of the ITC(HS) export schedule in the “free, subject to NOC” category, with the NOC coming from either CDSCO or ICMR. ICMR runs an online portal for these NOC requests. We help you decide which route your shipment belongs in.
Commercial export NOC and research-collaboration approval
Two different approvals get mixed up all the time. They sit with different bodies and need different papers.

Why it matters
Customs will stop an uncleared shipment
The export policy conditions the shipment on the NOC. Without the certificate number, your shipping bill has nothing to stand on, and the consignment sits at the port.
Foreign partners ask for it
Picture a diagnostics lab in the Delhi NCR that has signed a sequencing contract with a lab in Europe. The sponsor will not accept the vials until it sees the Indian NOC. Without it, a signed contract sits idle.
It shows your sample handling is clean
Ethics clearance, informed consent and a transfer agreement are checked as part of the file. Once they are in order, later shipments go faster.

How it works
Confirm the right authority

Gather and check the papers

File on the ICMR portal

Answer queries and hand over the NOC

ICMR NOC processing
ICMR does not publish a fixed turnaround for the commercial export NOC on its portal pages. We do not promise one. We track the file and tell you each time its status changes.
HMSC incomplete files
For HMSC proposals, documents not submitted within one month lead to removal of the proposal, and incomplete proposals are not processed. Complete the file before you submit.
Before the shipment date
Apply well before the planned dispatch. Treat the NOC as a condition for booking cargo, not a task for shipping week.
What happens if you export without the NOC
Shipment held or refused
An export that needs the NOC cannot be cleared lawfully without it. Cargo may be detained and the foreign partner left waiting.
Foreign Trade Act exposure
Exporting against the conditions of the export policy can attract action under the Foreign Trade (Development and Regulation) Act, 1992. We do not quote a penalty figure because it depends on the order passed.
Research approvals at risk
For collaborative research, sample transfer without HMSC or equivalent clearance can put the whole project approval and future funding under question.

Is an ICMR NOC compulsory for exporting biological samples?

Who can apply for the ICMR NOC?
An Indian company, hospital, laboratory or research body that holds the samples and is the exporter. You need an authorised signatory and valid organisation details. If a foreign sponsor owns the study, the Indian entity still applies. We prepare the authorisation letter and handle the login so your team only signs and reviews.
Which documents does ICMR usually ask for?
Expect ethics committee approval, consent details, a purpose note, sample quantity and type, and the agreement with the foreign recipient. Research cases add a budget, investigator CVs and sometimes a Material Transfer Agreement. The exact checklist sits on the portal and can change, so we check it on the day of filing.
How long does the NOC take?
ICMR does not publish a fixed processing time on its portal pages, so any promised date would be a guess. Timelines depend on file completeness and queries. We submit clean files, answer queries quickly and keep you updated. Start well before cargo booking. In practice, that means weeks, not days.
Does the NOC cover imports of biological samples?
No. The notification discussed here is about exports. ICMR pages on this subject describe export and transfer routes only, and we do not state import rules we have not verified. If you plan an import, tell us what it is and we will confirm the correct approvals.
Can one NOC cover repeat shipments?
We cannot say that without seeing the certificate, because each NOC states its own scope and conditions. Read the NOC wording for quantity, recipient and validity before planning repeat shipments. If you need a new shipment outside the terms, we prepare a fresh or amended request.
What if ICMR raises a query on my application?
Reply within the time the portal allows. We draft the response with your team, attach the missing document and resubmit. Most queries ask for a clearer purpose statement, a missing consent form or the signed agreement. A query is a routine step. It is not a rejection.
