Pest Control Licence for Commercial Pest Control Operators

If you spray, fumigate or treat premises for pests as a business, the Insecticides Act, 1968 requires a pest control licence from the State. You apply in Form VII, pay ₹1,000 per place of operation, and the licence runs five years. We prepare and file the application.

What it is

A pest control licence is the State licensing officer’s permission to undertake commercial pest control operations, such as spraying, termite treatment and fumigation of homes, offices, godowns and food premises. Section 13(1) of the Insecticides Act, 1968 requires it for anyone who carries on this work as a business.

Who it applies to

New pest control firms

A Faridabad entrepreneur starting a termite and cockroach treatment service for housing societies. The licence comes before the first paid job, not after. A single missed formality can stall a society contract.

Existing operators

Firms already working without a valid licence, or those whose five-year licence is close to expiry and need a renewal. Picture a firm that has treated restaurants in Sector 15 for years and only now sees a client ask for the licence copy.

Operators adding a new location

Rule 10 charges the fee for each place of operation. A new branch in another city means another place and another fee. Clients also ask for the licence copy for each site.

Why it matters

Lawful work and lawful contracts

Housing societies, hotels, hospitals and food businesses often ask for the licence copy before awarding a pest control contract.

Safer handling of chemicals

The qualification and training the Rules ask for exist because fumigants and insecticides can harm people. A trained operator is safer for staff and clients. Short version: the paper reflects real risk.

Fumigation permission follows from it

Work with fumigants such as aluminium phosphide or methyl bromide needs an extra permission from the Plant Protection Adviser. A licence is the base for that.

How it works

Check your qualification and training

Rule 10 asks for a graduate in Agriculture or in Science with Chemistry as a subject, plus a certificate of at least 15 days training from institutions named in the Rule. Here is the catch: a missing training certificate stops the file. We check the certificates before anything else.

List your places of operation

The fee is charged per place, so we count your offices and storage points and list them correctly in Form VII.

Prepare and file Form VII

We prepare Form VII with annexures and pay the fee. The State may ask for the application through its own online system.

Answer the licensing officer

We reply to queries and send documents. The officer has to give you a reasonable opportunity to be heard before refusing an application.

Collect the licence and diarise renewal

After grant, we note the five-year expiry and prepare the renewal before it lapses.

Get the licence before taking paid jobs. Do not start paid work first and apply later.

Five-year cycle

The licence is valid for five years. Renewal for a further five years carries a fee of ₹1,000 under the Rule.

New State rules

The Insecticides (Amendment) Rules 2026, G.S.R. 493(E) of 17 June 2026, took effect on 15 September 2026 and move applications, fees and records towards digital formats. Check your State portal.

What happens if you operate without a licence

Prosecution under Section 29

Contravening the Act is an offence. For a first offence the punishment is imprisonment up to two years, or a fine of ₹10,000 to ₹50,000, or both. Repeat offences carry up to three years or ₹15,000 to ₹75,000, or both.

Contract and tender trouble

Clients and tender documents ask for the licence. Without it, you cannot bid for housing society, institutional or government pest control contracts.

Fumigation permission refused

The Plant Protection Adviser’s permission for fumigants is not available to a firm without a valid licence.

Frequently asked questions

Is a licence compulsory for pest control work?

Yes. Section 13(1) of the Insecticides Act, 1968 requires a licence for anyone who undertakes commercial pest control operations. Rule 10 sets out the application process, the qualification and the fee. Working without a licence is an offence under Section 29. We prepare the application so you can start lawfully.

Which form is used for the pest control licence?

You apply in Form VII, and the licence is issued in Form VIII, under Rule 10 of the Insecticides Rules, 1971. Your State may take the application through an online portal. We prepare the form, the annexures and the fee payment, and make sure the details match your certificates.

What is the government fee?

Rule 10 prescribes ₹1,000 for each place of operation. A firm working from two locations pays for both. The fee for renewing the licence for a further five years is also ₹1,000. We count your places of operation and give you the exact total before you pay.

How long does the licence last?

The licence is valid for five years from grant. You can renew it for a further five years by applying with the prescribed fee of ₹1,000. We diarise your expiry date and start the renewal early, so there is no gap in cover.

What qualification does the operator need?

Rule 10 asks for a graduate in Agriculture or in Science with Chemistry as a subject, plus a certificate of at least 15 days training from an institution named in the Rule, such as the Central Food Technological Research Institute, Mysore. We check your certificates against the current rule text first.

Do I need extra permission for fumigation?

Yes. For operations using aluminium phosphide, methyl bromide or ethylene dibromide, you need special permission from the Plant Protection Adviser to the Government of India in addition to the licence. We prepare the request. The Adviser decides it.

What is a principal certificate?

It is a certificate from the principal, usually the insecticide manufacturer or supplier, authorising you to use their formulations. It carries the principal’s registration and licence numbers and your name and address. It is required in the circumstances Rule 10 describes. We obtain and file it with the application.

Can I use one licence for several cities?

No. The fee and the licence are tied to each place of operation under Rule 10, so each location needs to be covered. If you open a new branch, tell us early and we will add it correctly. We will also check the State’s current process.
