Legal Metrology Repairer Licence
If you repair weighing scales, weighbridges, fuel dispensers or any other weight or measure used in trade, you need a Legal Metrology repairer licence from the state Controller under Section 23 of the Legal Metrology Act, 2009. Since 1 May 2026 it is called a registration certificate. We prepare and file the application and follow it through with the department.
What it is
A Legal Metrology repairer licence is the state’s permission to repair weights and measures that are used to charge customers. The shop scale at a sabzi mandi, the weighbridge outside a steel yard and the dispenser at a petrol pump all need servicing. The person who opens them up and sets them right must hold this permission.
Section 23(1) of the Legal Metrology Act, 2009 says no person shall repair, or possess for repair, any weight or measure without a certificate issued by the Controller. The Jan Vishwas (Amendment of Provisions) Act, 2026 replaced the word “licence” with “registration certificate” from 1 May 2026. Each state’s Controller of Legal Metrology issues it, on the conditions, period, area and fee set in the state’s Enforcement Rules. In Haryana these are the Haryana Legal Metrology (Enforcement) Rules, 2011.

Scale and weighbridge service shops
Workshops that repair electronic and mechanical scales for shops, mandis, jewellers, factories and logistics yards.
Fuel dispenser and meter technicians
Service firms that repair petrol and diesel dispensers, flow meters and other measuring instruments used in sales.
Dealers who also repair
A dealer who sells scales and also services them needs permission for both, because Section 23 lists selling and repairing separately. Picture a Palwal dealer who supplies mandi traders and fixes their scales after the season rush.
Why it matters
Keep customers’ scales passing verification
A trader whose scale was repaired by an unregistered person still has to get it verified. Shops prefer a repairer whose work will pass that check.
Bid for AMC work
Petrol pumps, warehouses and institutional buyers often ask to see your Legal Metrology certificate before signing an annual maintenance contract.
Stay clear of Section 46
Repairing without registration is an offence under Section 46. Since 1 May 2026, the third and later offences carry fines of ₹2 lakh to ₹5 lakh.

The first-offence position is softer now, but the later steps are much steeper. A repairer who ignores an improvement notice and gets caught twice more faces a fine of at least ₹2 lakh.

Repair, then send for verification
Once registered, you can take repair jobs. In practice, the work does not end at your bench: a weight or measure used in trade must be verified and stamped under Section 24 before use, so repaired instruments go for verification before they return to service.
Timelines
Before the first repair job
The registration certificate must be in hand before you repair or accept instruments for repair. Section 23 gives no grace period.
Renewal as per state rules
The validity period and renewal date come from your state’s Enforcement Rules under Section 23(2). We track the expiry on your certificate.
When you move or expand
The certificate is issued for a stated area of jurisdiction. If you shift the workshop or start working in another state, check the registration first.
What happens if you repair without it
First offence: improvement notice
Under Section 46 as amended from 1 May 2026, the officer first issues an improvement notice to set right the default within a set time.
Second offence: up to ₹5,000
A second offence is liable to a penalty of up to ₹5,000. Subsequent offences carry a fine of not less than ₹2 lakh, which may go up to ₹5 lakh.
Tampering with the certificate
Altering a registration certificate without the Controller’s authorisation is a separate offence under Section 47, with a penalty of up to ₹20,000 for a second offence.
Frequently asked questions
Who needs a Legal Metrology repairer licence?
Anyone who repairs, or offers to repair, a weight or measure used in trade needs it. Section 23(1) of the Legal Metrology Act, 2009 covers repairing and possessing instruments for repair. The Act’s definition of repairer even covers adjusting, cleaning, lubricating or painting an instrument to keep it within standards. Has the repairer licence been abolished by the Jan Vishwas Act, 2026?
No, only renamed. The Jan Vishwas (Amendment of Provisions) Act, 2026 replaced “licence” with “registration certificate” in Section 23 from 1 May 2026. You still need it from the state Controller before repairing any weight or measure. What changed is the penalty: a first offence now gets an improvement notice instead of a fine. If you hold a valid licence, we will check how your state treats it.
Does a manufacturer need a repairer registration to service its own scales?
Not always. The proviso to Section 23(1) says a manufacturer does not need a repair registration to repair its own weights or measures in a state other than the state of manufacture. So a Faridabad scale maker servicing its own scales in Rajasthan is covered by that exception. Repairing other brands is different, and needs registration. We confirm the position for your service network.
What is the penalty for repairing weights and measures without registration?

Who issues the repairer registration in Haryana?
The Controller of Legal Metrology, Haryana issues it. The Legal Metrology wing works under the state’s Food, Civil Supplies and Consumer Affairs Department and applies the Haryana Legal Metrology (Enforcement) Rules, 2011. Workshops in Faridabad, Ballabgarh, Palwal or Gurugram apply there. Repairers in Delhi or Noida apply to their own state’s Controller. We prepare and file the application for you.
Does a repaired scale need fresh verification?
Yes, if it is used in trade. Section 24 requires a weight or measure used in a transaction to be verified and stamped before use. In practice, a scale whose seal was opened for repair goes back to the Legal Metrology officer for verification before it returns to the counter. How long is a repairer registration valid?
Your state decides, not the Act. Section 23(2) lets the Controller issue the certificate for the period, area and fee prescribed in the state’s Enforcement Rules. So the renewal cycle in Haryana can differ from Delhi’s or Uttar Pradesh’s. We note the expiry date on your certificate and start the renewal early, so your AMC work never stops.
Can one registration cover all types of instruments?
Not automatically. The Controller issues the certificate on conditions set in the state rules, and in practice those conditions tie it to the instruments your tools and staff can handle. A shop set up for counter scales may not be equipped for weighbridges or fuel dispensers. List every category you plan to service at the start, and we will build the application around it.
Is the repairer registration different from LMPC registration?
Yes, completely. The repairer registration under Section 23 is for people who repair weighing and measuring instruments. LMPC registration under Rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011 is for businesses that pre-pack or import goods for retail sale, with a ₹500 fee. A scale repairer who also packs goods for sale may need both. We sort out which ones apply.
