What it is
The Indian Silk Export Promotion Council (ISEPC) promotes exports of natural silk yarns, fabrics, made-ups, readymade garments, silk carpets and silk waste, along with handloom and textile handicraft products. Its head office is at Nehru Place, New Delhi. Membership gives you the Registration-cum-Membership Certificate (RCMC).

Who it applies to
Silk garment and fabric exporters
A Delhi NCR unit exporting silk scarves, sarees or dress fabric to buyers abroad belongs with ISEPC. You need an IEC in your own name and a GST registration.
Merchant exporters
If you buy silk goods from weavers and export under your own code, you join as an exporter. Start with your Import Export Code if you do not have one.
Silk carpet and handicraft sellers
Silk carpets and silk handicraft items are within the council’s published product list. If your range mixes silk with other fibres, tell us and we will check the best council.
Why it matters
RCMC for DGFT applications
Scheme applications under the Foreign Trade Policy ask for a valid RCMC. Missing it can hold up the authorisation you need.
A single council for the silk chain
ISEPC covers the chain from yarn to finished silk goods, so a manufacturer and a merchant exporter can use the same council.

ISEPC membership needs a yearly subscription. If it is not paid, the RCMC becomes inoperative and the benefits stop.

RCMC turns inoperative
An unpaid subscription leaves the RCMC inoperative. You lose its benefits until the dues are cleared.
