MSME Loans: Mudra and CGTMSE Explained

Mudra and CGTMSE are two government-backed routes to small business credit. Mudra (PMMY) is a loan category for non-corporate, non-farm micro and small businesses, with loans up to Rs 20 lakh. CGTMSE is not a lender at all. It guarantees a bank’s loan so the bank can lend without collateral.

Why it matters for small businesses

Most first-time owners get stuck at the same point: the bank wants security, and the business has none yet. These two schemes exist for that gap. If you hold an Udyam registration, you are already on the right track, because banks usually ask for it when processing MSME loans.

How the two schemes differ

  • Mudra Shishu: loans up to Rs 50,000.
  • Mudra Kishore: above Rs 50,000 and up to Rs 5 lakh.
  • Mudra Tarun: above Rs 5 lakh and up to Rs 10 lakh.
  • Tarun Plus: Rs 10 lakh to Rs 20 lakh, only for borrowers who took a Tarun loan earlier and repaid it.
  • CGTMSE: a joint initiative of the Ministry of MSME and SIDBI that backs collateral-free and third-party-guarantee-free credit given by member lenders. Its guarantee ceiling is now Rs 10 crore, per the CGTMSE website.

Mudra loans themselves are collateral-free. They come through banks, small finance banks and microfinance institutions, and you apply to the lender, not to a Mudra office.

Getting ready to apply

A lender will want to see what the money is for and whether the business can repay it. A short project report for a bank loan helps, and for larger limits a CMA report is usually asked for. Common mistakes

  • Thinking Mudra or CGTMSE lends directly. Both work through banks and other lenders.
  • Applying without a Udyam certificate or a clear use of funds.
  • Choosing a category by size alone. A Rs 4 lakh need under Kishore is fine, but asking for more than the business can repay gets files rejected.
  • Assuming guarantee cover means automatic approval. The lender still decides.
