What it is

The Government e-Marketplace (GeM) is an online marketplace for public buying. Government buyers post what they need. Registered sellers offer products from a catalogue or quote in bids and reverse auctions; service providers do the same. GeM registration is the step that turns your business into one of those registered sellers: a verified profile, a validated business PAN, a bank account for payments and, if you sell products, an approved catalogue.

The portal went live on 9 August 2016. It is run by GeM SPV, a non-profit company wholly owned by the Government of India under the Ministry of Commerce and Industry. Rule 149 of the General Financial Rules, 2017 makes the use of GeM mandatory for government buyers.

You make or trade goods

A manufacturer lists its own brand as the original equipment manufacturer (OEM). A trader or reseller sells another company’s brand once that OEM authorises it on the portal.

You provide a service

Housekeeping, security, manpower, vehicle hire, IT and professional services are bought on GeM too. You register through the same sign-up and compete in bids.

You run an MSE, a startup or a women-led business

Micro and small enterprises and DPIIT-recognised startups can claim procurement benefits. Women entrepreneurs and self-help groups have the “Womaniya” initiative, launched on 14 January 2019.

Why it matters

Be where government buyers must look

Rule 149 of the General Financial Rules, 2017 directs government buyers to GeM. If you sell to ministries or public bodies, this is where they will look for you.

Bid as a startup without a long track record

With DPIIT startup recognition, you skip the earnest money deposit (Rule 170(i)) and get relaxed prior experience and turnover conditions (Rule 173(i)). The product must still meet the quality and technical specifications.

Sell beyond your own city

A small unit in Faridabad can quote for a requirement in another state without a local office or a contact in the buying department.

Here is the catch: a bid is judged in two stages. The buyer first checks whether your documents meet the eligibility conditions, such as turnover, experience and certificates. Only sellers who pass that technical check are compared on price, and the lowest-priced qualified seller, called L1, usually gets the order.

Picture a Faridabad unit that makes steel almirahs. It lists them in the catalogue, so a government school can buy a few directly. When a larger department needs hundreds, the requirement goes to a bid. Its Udyam certificate, turnover proof and quality certificates get it past the technical stage. Price comes second.

Services work the same way. A Ballabgarh housekeeping agency bidding for a hospital’s cleaning contract is checked first against the experience and turnover conditions in the bid, and only then on its rate.

How it works

Check your registrations and target bids

We check what you sell, who buys it and which registrations you hold: GST, Udyam, DPIIT recognition. If something is missing, such as Udyam registration for MSE status, we arrange it first.

Sign up with Aadhaar or PAN

The authorised person signs up with a mobile OTP and Aadhaar- or PAN-based verification, and the business PAN is validated on the portal.

Add your address, bank and tax details

We add the office address, bank account, tax details and your Udyam or DPIIT details, so the benefits you qualify for show against your name.

Build your catalogue or service listing

Products go into the catalogue with specifications, price and country of origin. In some categories, an OEM must clear a vendor assessment of its premises, documents and capacity before the brand is approved. Resellers link to the OEM’s authorisation instead.

Bid, supply and get paid

We help you shortlist bids in your categories and prepare the documents. Once you win an order, you supply as per the contract and raise your invoice on the portal.

Timelines

Upload before the bid closes

Every bid shows an end date and time set by the buyer. Documents and prices must be uploaded before that deadline, so aim to finish a day early.

Update Udyam when you outgrow a limit

From 1 April 2025, a micro enterprise has investment up to ₹2.5 crore and turnover up to ₹10 crore; a small enterprise up to ₹25 crore and ₹100 crore. Update Udyam when you cross a limit, so your GeM profile stays true.

Update the profile when details change

A new GSTIN, address, bank account or authorised person should go on your profile before your next bid.

What happens if your profile is incomplete

Your bid fails the technical check

Buyers judge you on what you upload, nothing else. A missing turnover proof, experience certificate or OEM authorisation can disqualify you at the technical stage, however low your price.

You compete without your benefits

Startup relaxations and MSE benefits depend on your recognition being on record. Leave out your DPIIT number or Udyam details and you compete as a general seller.

Your declarations stay on record

Country of origin, specifications and prices are statements you make to a government buyer. We check each one before a listing goes live.

Frequently asked questions

Who can register as a seller on GeM?

Any business that can supply goods or services to a government buyer can register, from a one-person proprietorship to a company. The sign-up is Aadhaar- and PAN-based, and the business PAN is validated before the profile goes live. Manufacturers list their own brands; traders need the OEM’s authorisation to sell someone else’s. Rule 149 of the General Financial Rules, 2017 sends government buyers to GeM, so a complete profile puts you exactly where they look.

What benefits does a startup get on GeM?

A DPIIT-recognised startup is exempt from earnest money deposit (EMD) under Rule 170(i) of the General Financial Rules, 2017, and gets relaxation from prior experience and prior turnover conditions under Rule 173(i). It must still meet the bid’s quality and technical specifications. You register with your DPIIT recognition number, PAN and Aadhaar, and your listings carry a Startup India badge. Do micro and small enterprises get any advantage on GeM?

Yes, micro and small enterprises are covered by the Public Procurement Policy for MSEs, and units enlisted under NSIC’s Single Point Registration Scheme are eligible for its benefits. You prove your size through Udyam registration, which is free. From 1 April 2025, a micro enterprise has investment up to ₹2.5 crore and turnover up to ₹10 crore, and a small enterprise up to ₹25 crore and ₹100 crore. How does a government buyer choose a seller on GeM?

Through one of four routes: direct purchase, e-bidding, e-reverse auction or direct reverse auction. Small needs can be bought straight from listed products, so your catalogue price and delivery details matter. Larger ones go to a bid, where the buyer sets specifications and eligibility, sellers upload documents and prices, and the lowest-priced qualified seller (L1) usually wins. A reverse auction lets qualified sellers lower their prices live. Read the eligibility terms first and you will rarely waste a bid.

Can service providers register on GeM?

Yes, GeM covers services as well as goods, and service providers use the same Aadhaar- and PAN-based sign-up. Housekeeping, security, manpower, vehicle hire and IT services are mostly bought through bids, where the buyer sets experience, turnover and compliance conditions. Keep your GST details, past work orders and audited financials ready. A DPIIT-recognised startup offering services still gets the Rule 173(i) relaxation on experience and turnover. Once that file is in order, a first service bid is routine work.

Do I have to declare the country of origin of my products?

Yes. Since June 2020, sellers must state the country of origin for every product they list on GeM. The declaration sits on the product listing, so buyers see it before they order. Say you import motors and assemble coolers in Faridabad: describe the product as it is actually made, and keep your purchase records to back it up. We review each listing before it goes live, so the declaration matches your paperwork.

Can women entrepreneurs and self-help groups sell on GeM?

Yes. On 14 January 2019, the Government launched “Womaniya on Government e Marketplace”, which lets women entrepreneurs and women’s self-help groups sell handicrafts, handloom and accessories directly to government departments. They use the normal seller sign-up. If you also qualify as a micro enterprise, add your Udyam details so those benefits apply as well. We can set up the profile and the first listings together.

Does GeM registration guarantee government orders?

No. Registration makes you eligible to sell; orders come from being picked in a direct purchase or winning a bid or reverse auction. Rule 149 of the General Financial Rules, 2017 sends government buyers to GeM, but they still compare price, specifications and eligibility. In practice, sellers who keep catalogue prices current, check new bids in their categories daily and file complete documents win more often. We help you set that routine up in the first week.
