RERA Agent Registration in Haryana
If you broker plots, flats or buildings in RERA-registered projects, Section 9 of the Real Estate (Regulation and Development) Act, 2016 requires you to register as a real estate agent first. In Faridabad that means an application in Form REA-I to HRERA Panchkula, and a registration that is valid for five years.
What it is
RERA agent registration is the registration a property broker needs before dealing in projects registered under the RERA Act. Without it, you cannot facilitate the sale or purchase of a unit in a registered project that the promoter is selling, or act for anyone in such a deal. Once registered, you get a number that must be quoted in every sale you facilitate.
Here is the catch: the duty sits on the agent, not just the developer. A Faridabad broker who brings even one buyer to a registered tower without a registration number is already in default.
The law is Section 9 of the Real Estate (Regulation and Development) Act, 2016, read with Rules 9 to 13 of the Haryana Real Estate (Regulation and Development) Rules, 2017. Haryana has two authorities, HRERA Gurugram and HRERA Panchkula, and the agent sign-up page on the HRERA portal asks you to choose one.
Faridabad projects are registered with HRERA Panchkula, with registration numbers that begin “HRERA-PKL-FBD”. So for a broker working Faridabad projects, we file with HRERA Panchkula.
Who it applies to
You broker deals on commission
Anyone who earns a commission for bringing buyers to registered projects, in Faridabad or elsewhere in Haryana. You register in your own name.
You run a channel-partner firm
A proprietorship, partnership, LLP or company that sells inventory for developers. The application carries the details and photograph of each partner or director.
Your five-year term is ending
A Haryana registration lasts five years. Renewal goes in on Form REA-IV, with updated documents, before it expires.
Why it matters
Close deals in registered projects
Section 9(1) bars an unregistered agent from facilitating the sale or purchase of units in a registered project. Registration makes your commission lawful.
Let buyers verify you
HRERA publishes a list of registered agents and a separate list of revoked ones. A buyer can look you up before paying a token amount.
Avoid a penalty that runs daily
Section 62 allows a penalty of ₹10,000 for every day the default continues, up to 5% of the cost of the plot, apartment or building concerned.

How it works
Choose the authority and the entity
We decide with you whether to register as an individual or a business, and which authority fits your projects. Say you have sold resale builder floors in Faridabad for years and a developer now offers you a new-launch mandate: that mandate is what triggers registration. If you want a firm first, we can set up a proprietorship firm or partnership before the RERA application.
Create the login and fill Form REA-I
We sign you up as an “Agent” on the HRERA portal, fill the basic details and add each partner or director.
Pay the fee and upload documents
The fee is paid online through the portal. We upload the documents, check the preview and submit, which generates a temporary ID.
Submit the hard copy at HRERA Panchkula
The printed application, with page-numbered documents and a forwarding letter, goes to the Authority’s office, and you get a receipt. In practice, a neat, indexed file draws fewer queries.
Track approval and collect Form REA-II
Rule 10 gives the Authority 30 days to grant or reject. Once granted, you get the certificate in Form REA-II with your registration number.
Your duties once registered
Registration comes with rules of conduct. Section 10 of the Act requires a registered agent to:
- not facilitate the sale or purchase of any plot, apartment or building in a project that should be registered but is not;
- maintain the prescribed books of account, records and documents;
- stay away from unfair trade practices, such as false statements about the standard of the services or approvals the promoter does not have;
- help the allottee get all the information and documents they are entitled to at the time of booking; and
- discharge any other functions the rules prescribe.
Rule 13 of the Haryana Rules adds that books of account, records and documents must be kept as the Income-tax Act, 1961 requires. Our online bookkeeping team can keep your commission income and expenses in order.
Take the first duty seriously. Say a developer offers you a large commission on plots in a new colony off the Faridabad bypass, and the project has no HRERA number yet. Section 10(a) says you cannot facilitate that sale. Check the project on the HRERA portal before you print a single flyer.
And quote your registration number in every sale you facilitate, as Section 9(5) requires. Printing it on your visiting card and brochures makes that easy.
Timelines
Expect a decision within 30 days
Rule 10(1) requires the Authority to grant or reject the application within 30 days of receiving it. If it does not communicate deficiencies or a rejection within the prescribed period, Section 9(4) treats you as registered.
Hold the registration for five years
Rule 10(4) makes the registration valid for five years. A renewal granted under Rule 11 is also valid for five years.
Apply for renewal before expiry
Rule 11(1) asks for the renewal application in Form REA-IV “within three months prior to the expiry” of the registration, with updated documents and the fee under Schedule II.
What happens if you deal without registration
Pay ₹10,000 a day, up to 5% of the property’s cost
Under Section 62, an agent who fails to comply with Section 9 is liable to ₹10,000 for every day of default, which can add up to 5% of the cost of the plot, apartment or building whose sale was facilitated, as the Authority determines.
Pay the same for breaking Section 10
Section 62 applies equally to a registered agent who breaks the Section 10 duties, such as selling an unregistered project or misleading a buyer.
Lose the registration
Section 9(7) lets the Authority revoke or suspend a registration for breach of its conditions or if it was obtained by misrepresentation or fraud, after giving a hearing. Revocation orders are issued in Form REA-III, and revoked agents are listed on the HRERA portal.
Frequently asked questions
Is RERA agent registration mandatory in Haryana?
Yes, if you facilitate sales in RERA-registered projects. Section 9(1) of the RERA Act says no real estate agent shall facilitate the sale or purchase of a plot, apartment or building in a registered project being sold by the promoter without registration. In Haryana, you apply in Form REA-I under Rule 9 of the 2017 Rules. Once registered, the number covers you for five years.
Which authority do Faridabad agents apply to?
For Faridabad projects, HRERA Panchkula. Haryana has two authorities, and Faridabad projects are registered with HRERA Panchkula under numbers that begin “HRERA-PKL-FBD”, while Gurugram district projects sit with HRERA Gurugram. The agent sign-up page on the HRERA portal asks you to pick one. If your work is split across both, we look at where most of your deals are before choosing.
How long is RERA agent registration valid in Haryana?
Five years. Rule 10(4) of the Haryana Real Estate (Regulation and Development) Rules, 2017 makes the registration valid for five years, and Rule 11(5) gives a renewal the same five-year term. The registration can be revoked or suspended earlier under Section 9(7) for a breach of conditions. Note the expiry date when the certificate arrives, and renewal becomes a routine filing.
How do I renew my registration?
File Form REA-IV within three months prior to the expiry of the registration, as Rule 11(1) requires. The renewal carries updated copies of the documents listed in Rule 9(1) and the fee under Schedule II. On the HRERA portal, you use the “Agent Extension Application” from your existing login. Starting early keeps your registration number unbroken between terms.
What is the government fee for RERA agent registration?
The fee is set by Schedule II of the Haryana Real Estate (Regulation and Development) Rules, 2017. It is paid online through the HRERA portal, or by demand draft or banker’s cheque in favour of the Haryana Real Estate Regulatory Authority. The renewal fee is also set by Schedule II. We confirm the current amount for your case before you pay, along with our own fee.
How long does HRERA take to approve an agent?
Rule 10(1) gives the Authority 30 days from receiving the application to grant or reject it. Under Section 9(3), no application can be rejected without giving you a hearing. Section 9(4) of the Act adds that if you receive no communication about deficiencies or rejection within the prescribed period, you are deemed registered. A complete hard copy file keeps the decision inside those 30 days.
What is the penalty for working as an agent without registration?
Section 62 sets a penalty of ₹10,000 for every day the default continues. The total can go up to 5% of the cost of the plot, apartment or building whose sale or purchase you facilitated, as the Authority determines. The same penalty applies for breaking the Section 10 duties. Register before you take on a new-launch mandate and the question never arises.
Do I need registration if I only handle resale deals?
Section 9(1) is written around units in a registered project being sold by the promoter. A broker who only handles resales of older homes between private owners falls outside that wording. But the moment you take on even one new-launch or developer deal, you need the registration number. If you deal in both, registering once keeps every option open.
Can a partnership, LLP or company register as an agent?
Yes. Rule 9(1) of the Haryana Rules asks for the type of enterprise, whether proprietorship, partnership, company or society, along with its registration particulars and bye-laws, MoA or articles. The application also carries the name, address, contact details and photograph of each partner or director, and the entity’s PAN. We set out who signs and file it in the entity’s name.
What it costs
Our fee plus the government fee that applies to your case, quoted before you commit. Tell us the situation and we will price it exactly.
The government registration fee is set by Schedule II of the Haryana Real Estate (Regulation and Development) Rules, 2017, and is paid online or by demand draft or banker’s cheque in favour of the Haryana Real Estate Regulatory Authority. Renewal in Form REA-IV is charged under the same Schedule.
