Who Can Be a Chief Promoter of an MSCS, and What the Role Involves

One person appears on almost every page of an MSCS application: the chief promoter. The Central Registrar’s checklist relies on this role for signatures, attestation and contact. Pick the wrong person and the file slows down. Here is what the chief promoter does and how to choose one.

What the chief promoter does

  • Signs every page of the application documents, as the checklist requires.
  • Attests member ID proofs. The member list carries ID proofs attested by the chief promoter.
  • Gives the contact details the Registrar will use. The chief promoter’s phone number and email go on the cover page.
  • Holds the credentials. For credit, thrift and multi-purpose societies, a certificate of credential verification is required for the chief promoter or promoters.
  • Is named in the resolutions. The promoters’ resolutions record who is authorised to sign and to accept bye-law changes.

Choosing one

  1. Availability. The person must pick up calls and emails for months and sign documents promptly.
  2. Knowledge of members. Pick someone who can truly attest identities in the states concerned.
  3. Clean background. Credentials are verified for credit and thrift societies, so choose someone who will pass.
  4. Authority from fellow promoters. The resolution should clearly authorise this person.

Mistakes to avoid

  • Naming a chief promoter who travels a lot and misses the Registrar’s queries.
  • Signatures that differ across pages, or pages left unsigned.
  • Attesting ID proofs the chief promoter has not actually seen.
  • Using a shared email that nobody monitors.
