How Long Does MSCS Registration Take? Timeline Explained
Plan on three months from the day the Central Registrar receives a complete application, extendable by up to two more, plus the weeks you spend getting the file ready. This post explains where those numbers come from, what stops the clock and how to keep your file moving.

What the Act says
Section 7 of the Multi-State Co-operative Societies Act, 2002, as amended in 2023, requires the Central Registrar to dispose of an application within three months, with a possible extension of two months for rectification. If the application is not disposed of, or a refusal is not communicated, within that period, Section 7(4) treats it as accepted.
Older material, including some pages on the CRCS site, still mentions four months. That was the earlier position. The 2023 amendment shortened it, and applications moved to the online portal at the same time.
When does the clock start
It starts on receipt of the application, not when you begin preparing. A file that arrives incomplete invites queries, and each round of queries is a place where time disappears. Complete first, file second.
A realistic plan

Preparation time is our estimate from experience, not a figure from the Act. It varies with how ready the promoters already are.
What slows files down
- Fewer than 50 members in one state, or ID proofs that do not match addresses.
- A thin viability scheme with no numbers.
- Missing NOCs or credential certificates for credit and thrift societies.
- Bye-laws that conflict with the Act or Rules.
- Unsigned pages and slow replies to queries.
Can you rely on deemed acceptance
The Act does say a pending application is treated as accepted after the period, but we advise against planning around it. Registrars normally raise queries well before the deadline, and a society that starts on a deemed approval without a certificate will find banks and other offices asking for one. Treat the certificate as the finish line.

How long does MSCS registration take?

Is it still four months?
No. Four months was the earlier limit and still appears on some older pages, but the 2023 amendment changed it to three months.
What happens if the Registrar does not decide in time?

Keep the application complete, answer every query quickly and check that member counts, ID proofs and the bank certificate all match.
