Multi-Purpose Multi-State Co-operative Society: Pros and Cons

A multi-purpose MSCS combines several activities, for example credit, marketing and supply, under one society. It suits groups whose members have mixed needs, but it also brings extra checks at registration. Here are the pros and cons.

What it is

The Act does not require a society to do only one thing. Section 10 lets the bye-laws set out the society’s objects, and a multi-purpose society simply lists several. For extra requirements, the CRCS checklist treats it like a credit or thrift society.

Pros

  • One society serves members’ different needs, so you build one membership rather than several.
  • Shared overheads: one board, one audit, one set of records.
  • Flexibility to add activities, provided the objects clause allows them.

Cons

  • Extra requirements. The CRCS checklist asks for NOCs from the State Registrars and a credential verification certificate for multi-purpose societies, and the CRCS FAQ ties the initial two-state limit to credit and multi-purpose societies.
  • Complexity. Different activities have different risks and records, so the accounts and the board’s job get harder.
  • Scrutiny. A vague objects clause draws queries from the Registrar.
  • Mixing risk. A weak activity can drain money from a strong one if the society does not keep careful records.

Writing the objects clause

  1. List each activity clearly, with the benefit to members.
  2. Avoid catch-all phrases like “any other activity”.
  3. Check that each object serves members in more than one state, as Section 5 requires.
  4. Match the viability scheme to every object listed, with figures.

When to choose it
